Role Title: Head of Housing
Organisation: Community Interest Company (CIC)
Reports To: CEO / Managing Director
Direct Reports: Housing Managers / Officers / Support Leads
Role Purpose
The Head of Housing is responsible for leading and developing the organisation’s housing provision, ensuring safe, compliant, and high-quality accommodation aligned with the CIC’s social mission.
This role ensures that housing services are not only operationally effective but also contribute to positive outcomes for residents, particularly those with complex or supported needs.
The postholder will oversee housing strategy, compliance, property standards, and service delivery while ensuring alignment between housing provision and support services.
Key Responsibilities
Strategic Leadership
Develop and implement the organisation’s housing strategy in line with its social impact objectives.
Scale and improve housing provision while maintaining quality and compliance.
Identify opportunities for growth, partnerships, and new housing models.
Provide leadership across housing and accommodation services.
Housing Operations
Oversee day-to-day housing operations across all properties.
Ensure effective allocation, void management, and tenancy sustainment.
Monitor occupancy levels, rent collection, and financial performance of housing stock.
Ensure housing services are responsive, resident-focused, and outcome-driven.
Compliance & Regulation
Ensure full compliance with housing regulations, safeguarding requirements, and local authority standards.
Oversee property compliance including:
* Health & Safety
* Fire safety
* Gas, electrical, and maintenance standards
Maintain robust audit trails and documentation.
Act as the responsible lead for housing-related inspections and regulatory engagement.
Property & Asset Management
Oversee maintenance, repairs, and asset management strategies.
Ensure properties are safe, fit for purpose, and aligned with resident needs.
Work with contractors and landlords to maintain standards.
Support acquisition or onboarding of new properties.
Resident Outcomes & Safeguarding
Ensure housing environments support resident wellbeing, stability, and independence.
Work closely with support/service teams to align housing with care delivery.
Oversee safeguarding processes within housing environments.
Ensure appropriate placement matching (critical in supported housing settings).
Team Leadership
Lead, manage, and develop housing staff.
Set clear performance expectations and accountability.
Build a culture of professionalism, responsiveness, and quality.
Stakeholder Management
Develop and maintain relationships with:
* Local authorities
* Commissioners
* Landlords
* Regulators
* Community partners
Represent the organisation in housing-related forums and partnerships.
Financial Oversight
Manage housing budgets and ensure financial sustainability.
Oversee rent setting, service charges, and cost control.
Identify risks related to arrears, voids, or underperformance.
Key Skills & Experience
Essential
Significant experience in housing management, ideally within supported or social housing.
Strong understanding of housing legislation, compliance, and regulatory frameworks.
Experience managing multi-site housing operations.
Proven leadership and team management experience.
Strong understanding of safeguarding within housing environments.
Ability to manage both operational detail and strategic direction.
