Role Purpose
To lead strategic procurement activity and bespoke commercial projects across the NMBC-supported Trusts within the West Midlands ICSs. Ensure compliance with procurement legislation and internal governance while delivering value, innovation, and effective stakeholder engagement.
Key Responsibilities
1. Strategic Procurement & Leadership
o Lead complex, high-value procurement projects, managing risk and ensuring compliance with UK and EU procurement law.
o Develop procurement strategies aligned with Trust and NMBC-wide objectives.
o Contribute to the NMBC strategic plan and savings delivery programme.
o Set supplier relationship management strategies for key contracts and partnerships.
2. Stakeholder & Relationship Management
o Advise divisional managers, clinicians, and executive stakeholders on procurement matters.
o Facilitate collaboration with NHS Supply Chain, SCCL, Crown Commercial Services, and partner trusts.
o Promote clinical and stakeholder engagement in procurement activity.
3. Operational & Team Management
o Manage and develop strategic procurement team members (up to 3 directly), overseeing performance, recruitment, and development.
o Authorize departmental expenditures and contribute to resource management in line with Trust policies.
o Oversee procurement systems, data analytics, and policy development.
4. Innovation & Efficiency
o Identify and deliver cost improvement opportunities through improved demand and contract management.
o Lead on sustainability, SME engagement, supplier diversity, and e-procurement system development.
o Implement best practices and innovative procurement techniques to enhance service delivery.
Essential Qualifications & Experience
* MCIPS (Level 6) or working towards; or significant senior procurement experience.
* Minimum 5 years of senior-level procurement management experience.
* Strong commercial acumen, negotiation, and stakeholder engagement skills.
* Proven track record in leading strategic procurement initiatives and performance delivery.
Working Conditions & Other Considerations
* Office-based with regular site visits to clinical areas and suppliers.
* High concentration required to analyse complex information and resolve procurement challenges.
* Exposure to conflict resolution, challenging supplier debriefs, and sensitive staff matters.
