ASA Recruitment’s client, a Public Sector organisation in Glasgow, are currently looking to recruit a Senior Commercial Officer on a hybrid basis, on an initial 6 month contract (with potential extensions) on a rate of £400-£436/day inside of IR35 (based on experience).
Responsibilities
* Support the delivery of procurement and grant related commercial projects by contributing to planning, analysis, and implementation activities, working closely with colleagues and stakeholders across the organisation.
* Assist in the development and implementation of commercial approaches across contracts, grant funding and associated commercial activity, helping to ensure value for money and alignment with policy objectives.
* Identify and support opportunities for spend reduction and improved cost management, including contributing to reviews of high-value or high-risk procurements and grants.
* Work collaboratively with policy teams and delivery partners to improve grant design and commercial robustness, outcome measurement, monitoring frameworks, and eliminate duplication.
* Contribute to the development and maintenance of commercial tools, training materials, and guidance to build capability and support continuous improvement.
* Promote the use of Dynamic Purchasing Systems (DPS) and other competitive approaches by supporting their implementation and encouraging uptake.
* Provide advice and support on procurement and commercial policy requirements, escalating complex issues to senior colleagues as appropriate.
* Help track and report on programme benefits and grant performance, supporting the development of monitoring frameworks and best practice to improve the effectiveness of grant spend.
Essential Experience
* This is a specialist role which requires evidence of a commitment towards continuous professional development, including external, advanced level professional accreditation of CIPS Level 4 Diploma, WCC Practitioner Certification or relevant equivalent; or a commitment to attaining such an accreditation once in post.
* Equivalent may include accreditation from another relevant professional body or a relevant academic qualification at degree or post graduate level.
* Significant evidenced experience operating and delivering at an advanced level may be considered as equivalent when accompanied by a commitment to attaining an accreditation once in post.
