Job Description
Counter Terrorism Policing is a collaboration of UK police forces working with the UK intelligence community to protect the public and national security by preventing, deterring and investigating terrorist activity.
Based at modern offices near Birmingham International Airport, our Operational Development Unit (ODU) is responsible for the strategic management of Learning, Training and Exercising (LTE) within the CT Network. The unit is a key part of the Prepare strand of the Home Office CONTEST Strategy.
We are looking for a motivated, dynamic and suitably qualified Organisational Learning & Development Officer. The role requires occasional national travel and out of hours working. It is a national role that can be based outside the West Midlands, with flexible working arrangements.
Working Hours & Travel
Working Monday – Friday, 0800-1600. Travel nationally on a regular basis and may be required for extended hours and occasional international travel.
Role Overview
The National OL&D Officer supports the CT Network with coordination, development and delivery of Counter Terrorism exercises, and implements and quality‑assures organisational learning processes across nine CT regions. The role sets national priorities, provides guidance to OL&D staff, and quality‑assures learning and progression.
Responsibilities
* Lead and support national projects aligned to the National CT Organisational Learning Strategy.
* Make complex decisions and provide strategic direction to NCTP funded regional OL&D posts.
* Plan and organise activities, setting aims/objectives and managing actions for delivery within deadlines.
* Produce management reports for a strategic audience, including project proposals, business cases and performance reports.
* Develop and build relationships with partner agencies (Security Service, MOD, Home Office).
* Lead and coordinate working groups and represent the National OL&D unit at National Working Groups.
* Lead on the development, implementation and management of the Network‑wide Organisational Learning System IT application.
* Coordinate, design, prepare and deliver national Counter Terrorism exercises.
* Plan, deliver and produce National Operational debriefs and debriefs for National MOD CT land‑based exercises.
* Manage the quality assurance regime for the CT Network in capturing, validating and evaluating organisational learning activity.
* Promote and comply with NCTP policies on equal opportunities and health & safety.

* Support the Training and Development Team in the delivery of national CT training programmes and continued professional development.
Essential Skills and Competencies
* Experience and/or qualifications in project management, debriefing and risk assessment.
* Experience delivering presentations for a specialist audience.
* Experience collating, evaluating and processing complex data sets and presenting outcomes formally.
* Experience attending, organising, facilitating and chairing working groups.
* Experience interpreting and applying relevant legislation.
* Experience identifying learning, implementing initiatives and contributing to best practice in process‑based work.
* Awareness of equality and diversity; high level of personal integrity.
* Strong communication and interpersonal skills for negotiation and influence at all levels.
* Experience with IT packages such as Word, Outlook, Excel, PowerPoint, Visio.
* Full driving licence and willingness to travel nationally.
Desirable
* Working knowledge of Counter Terrorism Policing.
* Experience in policy formulation and development.
* Experience delivering exercises.
* Management of national portfolios.
* Experience of matrix‑management or line management of personnel.
* Knowledge of financial regulations and procedures.
