Accountant
Location: NIAS, Saintfield Road
Hours: Full-Time (Mon-Fri, 9am-5pm)
Pay Rate: £ per hour

MAIN DUTIES

The postholder will work across both Management Accounts and Financial Services, providing high‑quality, professional financial support to ensure the effective delivery of financial management, financial accounting, governance, reporting and control activities across the Trust.

The role will provide senior‑level financial expertise across a broad range of functions, supporting both routine operational activity and key corporate priorities.

KEY DUTIES / RESPONSIBILITIES

1. Provide specialist financial support to Senior Managers and budget holders to ensure effective financial management.
2. Lead on the development of business cases and service development proposals, ensuring robust financial analysis and costing.
3. Investigate variances, assess financial risks and support the development of corrective actions.
4. Support financial planning processes including Trust financial plans, monthly reporting and monitoring returns.
5. Contribute to strategic planning across the Trust, identifying interdependencies and impacts on financial position.
6. Assist with annual budget setting, budgetary control, monitoring and reporting.
7. Provide financial training, advice and interpretation to budget holders and non-finance managers.
8. Assist with the preparation and delivery of the annual financial statements, including revenue, capital and charitable funds accounts.
9. Ensure completion of Whole of Government Accounts and TFR E&S Returns within required timescales.
10. Maintain robust financial control systems, including reconciliations of all control accounts and payroll interface processes.
11. Support development and maintenance of financial accounting policies, processes and documentation.
12. Ensure effective capital accounting, including maintenance of the asset register.
13. Provide specialist technical accounting advice in line with DoH guidance and Trust governance frameworks.
14. Liaise with internal and external audit and ensure timely implementation of recommendations.
15. Maintain oversight of contract registers across the Trust, ensuring compliance with governance frameworks.
16. Support procurement and contract management processes, providing guidance on policy, procedures and best practice.
17. Identify gaps or risks in contract information and prepare reports to support decision‑making and service delivery.
18. Act as a point of contact for directorates on procurement and contract compliance matters.

Essential Criteria

Minimum of 1 year's finance experience following successful completion of final professional accountancy exams (dated from notification by institute of completion);

AND

Worked with a range of Stakeholders, both internal and external to the organisation, to achieve successful outcomes for a minimum of 2 years;

AND

Successfully demonstrated people management, governance, leadership and organisational skills for a minimum of 2 years.

Qualifications/ Registration

Full membership of one of the five professional accounting institutes within the CCAB or CIMA;

Other

Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post
