Position Summary
Performs professional management and supervisory work as the principal assistant to the Director of the Project Management Office (PMO). Provides leadership and oversight to staff and supporting consultants, managing program and project services for capital projects at various Prince William Water facilities. Responsibilities include planning, directing, coordinating, and supervising projects, ensuring accountability for budget, deliverables, and schedules. Demonstrates a commitment to diversity, equity, and inclusion.
Position Responsibilities / Essential Job Functions
1. Assist the Director in managing projects related to potable water and wastewater collection and treatment.
2. Plan and implement complete design and construction processes for projects involving water and sewer systems.
3. Supervise staff, assign tasks, review work, and take corrective actions as needed. Handle personnel actions including hiring, transfers, promotions, and evaluations.
4. Provide leadership and management oversight for staff and consultants on capital projects.
5. Offer project management training and guidance to other divisions such as Operations, Engineering, and IT.
6. Coordinate design and construction programs with other directors and managers; provide technical assistance and data analysis.
7. Manage administrative duties for the PMO, including budget, personnel, and facilities.
8. Prepare and coordinate reports, track invoicing, and understand strategic directions of Prince William Water.
9. Coordinate with division and department leadership to achieve project goals.
10. Assess PMO needs and lead planning and implementation efforts.
11. Manage community engagement for capital projects and advise on public and agency questions.
12. Respond to inquiries and complaints from the public and agencies.
13. Update policies and procedures; draft and review scope of work for consulting services.
14. Oversee compliance with codes, standards, and policies in project design and construction.
15. Manage easement and property acquisition activities.
16. Assist in preparing the annual Capital Improvement Program (CIP).
17. Develop industry best practices and project management guidance.
18. Manage resources effectively, including personnel development and succession planning.
19. Plan for emergencies and adapt to program changes.
20. Perform project and construction management duties.
21. Prepare reports and agenda items for Board meetings.
22. Maintain confidentiality and meet divisional benchmarks.
23. Represent the Director in meetings and projects when necessary.
24. Operate a Prince William Water vehicle as required.
25. Perform other duties as assigned.
Essential Skills and Experience
Competencies:
* Knowledge of utilities design and construction principles, modern engineering practices, report writing, and business correspondence. Proficiency with relevant software and English language skills.
* Ability to manage professional and technical staff, apply engineering knowledge, and establish effective working relationships.
* Skill in analyzing complex reports, project planning, and team coordination.
* Excellent communication skills, including technical report writing and training material development.
Minimum Education and Experience:
* Bachelor's degree in civil or environmental engineering or a related field.
* At least six years of responsible experience in water and sewer utilities design, maintenance, or construction.
Licenses/Certifications:
* Valid driver's license.
* Certification as a PMP or CCM required within two years of employment.
Management Experience:
* Minimum of three years of direct management responsibility.
Physical Demands and Work Environment
The work is primarily sedentary with light physical activity, including walking, standing, lifting up to 20 pounds, and operating a computer. Work may require occasional work beyond normal hours, including site visits and meetings. The environment is mainly indoor, with some outdoor work requiring PPE.
