Bromley Council is seeking an experienced and credible Deputy Head of HR who can lead confidently across employee relations and organisational development, while supporting a modern, proactive Business Partnering service. This is a key leadership post in one of London's largest boroughs, ideal for someone who enjoys working across ER, OD, workforce strategy, and HR operations.
About The Role
Reporting to the Head of HR, you will play a central role in delivering a responsive, insight‑led and values‑based HR service. You will:
* Provide strategic advice on complex and high‑risk ER matters, ensuring robust, fair, and legally compliant decisions.
* Lead and influence organisational development and culture‑building activity, supporting leadership development, engagement, and change.
* Strengthen and support our HR Business Partnering model, empowering managers, and driving consistency across services.
* Oversee and ensure high standards across HR Business Services, including recruitment, onboarding, pay, grading, and reward.
* Shape and develop workforce planning.
* Support clear, modern HR governance through policy development and assurance.
* Champion digital HR improvement, working with the Systems Lead to streamline processes and enhance user experience.
What We're Looking For
We're looking for a credible senior HR leader with strong employment law expertise and the ability to provide confident, strategic advice on complex employee relations matters. You will also bring experience in Business Partnering, organisational development, workforce planning, modern HR operations and digital improvement, while demonstrating strong leadership, influence, and Bromley's REAL Values.
