The Site Operations Senior Infrastructure, Utilities, and Integration Delivery Lead reports directly to the Site Operations Infrastructure, Integration, Utilities & Projects Service Manager. They are responsible for supporting the strategic direction and leadership of all activities associated with the lifecycle delivery of their assigned areas. They deputise for the Service Manager and are accountable for ensuring the efficient delivery of support services, meeting safety, quality, time, and cost parameters to support the HPC construction project. The role involves providing technical input during planning, preparation, and operations of their work area.
The post holder also has direct line management responsibilities for Site Operations Delivery Leads within their areas of accountability.
The role involves directing the safe, timely, and efficient provision of infrastructure, including Mechanical and Electrical services, to support a delay-free NNB construction programme. Managing the technical delivery of utility services—civils, power, water, and IT&T—in line with industry regulations and the needs of Tier 1 contractors is key. The role requires extensive liaising with contractors, service providers, and regulators to deliver compliant, effective, and efficient services. It also supports the HPC Area Management model, providing technical decisions to facilitate 'Best for Project' decisions.
Principal Accountabilities
1. Lead the provision of critical site support services to the construction workforce.
2. Deputise for the Service Manager, managing budgets up to £250m across the full project lifecycle, ensuring statutory and regulatory compliance.
3. Manage stakeholder relationships internally and externally.
4. Provide operational support on electrical and mechanical activities, leading NNB Delivery Leads.
5. Define work scope and interfaces within contracts or packages of work.
6. Ensure training, mentoring, and safety of direct reports and contractor teams.
7. Develop and execute strategies aligned with the overall programme execution plan (PEP).
8. Identify and resolve issues, risks, and facilitate their resolution.
9. Support monthly reporting on safety, performance, financials, and planning.
10. Manage HPC infrastructure, including temporary works, utilities, and logistics.
11. Address construction engineering concerns and develop solutions.
12. Coordinate logistics and manage construction processes, including safety, quality, neighbor relations, environmental, and risk management.
13. Monitor compliance works acceptance by contractors.
14. Ensure timely completion of design and construction deliverables.
Knowledge, Skills, Qualifications, and Experience
Essential
* Degree-level education or recent senior management experience in a similar industrial setting.
* Extensive project management experience, including mechanical and electrical installation.
* Knowledge of the utilities industry, British standards, and regulations.
* Understanding of Lifting Operations (LOLER), CDM regulations, high voltage systems, and confined spaces regulations.
* Proven track record in delivering large projects (up to £250m budgets).
* Excellent communication and stakeholder engagement skills.
Preferred
* Management experience on construction sites or high-hazard industries.
* IOSH Construction Safety Qualification, Nuclear Construction Site experience, Emergency Management qualification.
* NEC3 Contract training, Project Management qualification (PRINCE2 or APM).
* Experience working in high-security environments.
