Job profile

To support the Environmental Permissions Lead in the delivery of land use planning activities including the development of TCPA and DCO applications. Initial activities will include developing the strategy and plans for permissions application development as well as the delivery of permissions applications for early works. The post holder will be expected to have experience in managing a supply chain as well as act as internal subject matter expert in the field of planning.

The Planning specialist will work as part of a small permissions team and will support the overall programme of major permissions applications.

Responsibilities:

* Supporting the strategic direction, coordinating with the SPM, Environmental Permissions Lead, the permissions team and the wider GBN team in working towards robust TCPA and DCO applications.
* Planning and managing the TCPA and DCO application processes.
* Securing and managing the resources to deliver successful applications.
* Overseeing the TCPA and DCO application delivery activities, including stakeholder engagement, consultation, and drafting of the permissions documents. Coordinating with colleagues and consultants who will lead environmental impact assessment and design work.
* Liaising with regulators, community partnerships and other parties involved in the permissions process.
* Supporting the planning and implementation of consultation activities.
* Ensuring compliance with relevant legislation, policies, standards, and best practices for TCPA and DCO applications
* Monitoring and reporting on the progress and performance of the TCPA and DCO application process, including identifying and managing risks and issues. Where risks and issues need to be escalated, escalating those to the Chief Planning Officer and other relevant members of the GBN team.
* Providing expert advice and guidance on TCPA and DCO matters to colleagues and senior management.

Knowledge, Skills and Experience required:

* A degree or equivalent qualification in a relevant discipline, such as planning, engineering, environmental science
* Experience in preparing compliant TCPA and DCO application packages for consenting complex major infrastructure projects (£500m+) in the UK through the Planning Act 2008
* Knowledge of the Planning Act 2008, the National Policy Statements, and other relevant legislation and guidance for DCO applications
* Experience working in multi-disciplinary teams, including internal and external resources, to drive integration, teamwork and problem solving while holding teams accountable for performance.
* Excellent collaboration, communication, negotiation, and stakeholder management skills.
* Ability to lead and to work both independently and as part of a multidisciplinary team.
* Strong analytical, problem-solving, and decision-making skills.
* Experienced and comfortable with change with the ability to work with an organisation that is undergoing significant transformation and can demonstrate a proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
* Attention to detail and quality assurance.
* Chartered membership status of a relevant professional body.


Qualifications

* Bachelor's degree in Urban Planning, Science, or a related technical field.
