Location: Devizes HQ / Hybrid Contract: Fixed Term until 31 March 2027 Salary: W11 £48,321-£50,931 About the Role Wiltshire Police & OPCC are seeking an experienced Procurement Lead to join our dynamic procurement team. This is a fixed-term opportunity until March 2027, offering a challenging and high-profile role at the heart of public sector procurement. You will be the organisation’s guardian of tender integrity, ensuring all procurement activity is fully compliant with UK/EU regulations, the Procurement Act 2023, and the Public Contracts Regulations 2015. You will oversee tendering protocols, provide expert guidance to evaluation panels, and ensure that all decisions are robust, auditable, and defensible. This role sits between the Procurement Business Partner and Contract Management Expert, offering a unique opportunity to influence high-value contracts, support strategic procurement decisions, and develop processes that safeguard the public interest. Key Responsibilities Manage the end-to-end tender process, ensuring strict compliance with legislation, regulations, and internal governance frameworks. Provide guidance to staff involved in scoring and evaluation, ensuring decisions are fair, transparent, and defensible. Monitor tendering activity to mitigate risk of bias, gaming, or challenges to procurement outcomes. Maintain comprehensive audit records and ensure full transparency in all procurement actions. Collaborate with internal stakeholders and contractors to drive efficient and compliant procurement practices. Identify opportunities for continuous improvement in tendering and compliance processes. Who We Are Looking For A CIPS-qualified professional (or near finalising) with demonstrable procurement experience. In-depth knowledge of the Procurement Act 2023, PCR2015, and public sector procurement law. Experience providing guidance and oversight to evaluators and senior stakeholders.
