Senior Procurement Manager

Job Summary
Lead and manage the procurement of all subcontract, consultancy, plant and materials. Provide support and advice to the Commercial Manager. Promote a collaborative environment across the supply chain to deliver HS2’s objectives. Facilitate communication between Construction, Engineering, Logistics, Health and Safety, Environmental, BIM, Project Controls, Administration and Cost teams to ensure compliance with HS2’s and Mace Dragados’ requirements before procurement.
Key Responsibilities
* Develop and improve Procurement Procedures in compliance with the Project Execution Plan and WI 700.
* Lead and manage the procurement team, implementing SMART targets and driving continuous improvement.
* Coordinate and plan efficient procurement of subcontracts, subconsultancies, materials, equipment and associated services.
* Establish procurement best practice, including category management and use of global suppliers where appropriate.
* Procure at competitive rates within agreed financial controls and procedures.
* Maintain the Tender Event Schedule to meet WI700 requirements.
* Assess providers’ capability and competence against project standards and policies.
* Liaise with Engineering and Construction teams on specification and technical matters.
* Negotiate and place contracts in liaison with the Commercial Manager, Construction Manager and Package Manager.
* Propose alternative solutions that deliver more economical outcomes.
* Develop long‑term relationships with strategically important suppliers.
* Develop strategies for managing provider performance risk to enhance delivery of business objectives.
* Review and evaluate subcontract performance related to HS&W compliance.
* Ensure HS&W requirements are key in subcontractor documentation, complying with WI1000 & 1100.
Technical Skills and Competencies
* Excellent written and verbal communication, management and organisational skills.
* Ability to work under pressure and meet deadlines.
* Good understanding of EU and UK legislative requirements affecting procurement, particularly responsible procurement.
* Strong understanding of NEC 3 Contracts.
* Comprehensive experience in purchasing on major projects.
* Strong organisational skills.
* Fulfils HS2 values: leadership, respect, integrity and safety.
* Discharges HS2 behaviours: creating an environment where people can do their best work, listening, understanding, openness, accountability and responsibility for HS&W.
Qualifications, Certifications and Experience
* Experience establishing and monitoring procurement processes on projects of similar size.
* Proven ability to manage teams, ensuring success of dedicated tasks.
* Experience maintaining a diverse supply base.
* Experience in developing, implementing, managing and updating procedures.
* Working towards CIPS (Chartered Institute of Purchase and Supply) or similar certification.
* IT literate; knowledge of COINS considered beneficial (COMPETEFOR).
* Excellent presentation skills.
* Good working knowledge of Health & Safety Regulations, Construction (Design and Management) Regulations and other relevant legislation.
