Bury’s Development Management service is recognized as one of the top performing in the country. It has been used by the Planning Advisory Service as a case study for efficient processing of planning applications and has been described as offering a strong and professional service to citizens in an independent peer review. It has also received national recognition in the Planning Awards as Team of the Year and was nominated for the same with the RTPI.
The authority has a growth agenda for development and aims to attract inward investment with many exciting schemes and masterplans for new developments. This is exemplified in the recently adopted Places for Everyone plan, which allocates some of the most strategic employment and housing sites in Greater Manchester, including the Northern Gateway site, one of the largest employment allocations nationally, and residential sites delivering over 6,000 new homes. Additionally, town centre regeneration plans are progressing in Bury, Radcliffe, and Prestwich.
The Council’s Development Management service is integral to delivering these sites, providing expertise to ensure robust applications are submitted and processed smoothly.
This role offers a career-defining opportunity due to the scale of allocations involved. We are seeking an experienced Town Planning Development Management Team Leader to work alongside the Head of Development Management and an existing Team Leader, providing support and expertise for a busy and successful team. The successful candidate will play a key role in managing and assessing major development schemes from inception to determination, with a strong understanding of complex planning issues, planning law, and Environmental Impact Assessment.
About the role
The successful candidate will handle a caseload of complex major planning applications, including housing, regeneration schemes, commercial developments, and infrastructure proposals. You will also manage other planning officers at various levels, monitoring their caseloads and contributing to team management.
Previous experience as a town planning case officer working with developers and the public on major schemes is essential, particularly in Development Management, strategic development delivery, and Environmental Impact Assessment work. Demonstrating a good in-depth knowledge of the planning system is required to hit the ground running.

Normal hours are 37 per week, based around the usual business week. Depending on service needs, you may be required to work on a rota basis.
