Job Title: Project Manager (ONSIDE Evolution) Salary: Band 6 - £40,216 Job Location: Based in Belfast with travel and support provided across Northern Ireland Working Hours: F/T 35 hours per week Duration: Fixed term until March 2029 (subject to Funding) Disability Action is a dynamic and thriving charity committed to improving the lives of disabled people across Northern Ireland. ONSIDE Evolution is a cross-border initiative that supports disabled people and carers to become more connected, confident and active within their communities. The programme builds on the success of the original ONSIDE project and aims to reduce social isolation and digital exclusion by providing: digital skills development access to technology community engagement opportunities Active Citizenship programmes peer networks and community leadership opportunities The programme works across Northern Ireland and the border counties of Ireland and will support thousands of disabled people and carers to increase their confidence, build digital skills and participate more fully in community life. The Project Manager will be responsible for the day-to-day operational management and coordination of the ONSIDE Evolution programme. The role will support the Senior Programme Manager in ensuring the programme is delivered effectively across all partners and locations, while meeting the operational, reporting, and compliance requirements of the PEACEPLUS programme. The postholder will coordinate programme activities, manage delivery schedules, support project staff, oversee participant engagement processes, and ensure that programme outputs and reporting requirements are met. The Project Manager will play a key role in ensuring that programme activities supporting digital inclusion, active citizenship, and community participation are delivered to a high standard and within agreed timelines. Key Responsibilities The responsibilities of the Project Manager will include: Project Coordination and Delivery Coordinate the day-to-day delivery of programme activities across partners and programme locations. Ensure that programme activities including participant assessments, training programmes, digital inclusion supports, and community engagement initiatives are delivered according to agreed work plans. Support delivery teams to implement programme activities and resolve operational issues. Monitor delivery progress against programme outputs and milestones. Ensure activities supporting disabled people and carers are delivered in an accessible and inclusive way. Operational Management Develop and maintain project delivery schedules and operational work plans. Coordinate staff, facilitators, and partner organisations involved in programme delivery. Support recruitment and engagement of programme participants. Ensure programme systems, processes, and tools are in place to support effective delivery. Support the Senior Programme Manager in implementing programme governance and operational procedures. Monitoring, Reporting and Compliance Ensure accurate collection of programme data relating to participants, activities, and outputs. Maintain programme records and documentation in line with PEACEPLUS governance requirements. Support the preparation of programme progress reports and financial reporting for the funder. Ensure reporting deadlines are met and documentation is complete. Support the maintenance of programme monitoring systems and evaluation frameworks. Stakeholder and Partner Coordination Work closely with programme partners including the Northern Ireland Housing Executive, Independent Living Movement Ireland, and Supporting Communities. Maintain regular communication with delivery partners to coordinate programme activities. Support the organisation of programme meetings, working groups, and stakeholder engagement events. Represent the programme in operational meetings and community forums where required. Participant Engagement and Programme Activities Support the coordination of baseline participant assessments including motivational interviewing and goal setting. Oversee delivery of digital inclusion training programmes and Active Citizenship courses. Support the establishment and development of Active Citizenship and Disability Networks. Ensure carers participating in the programme receive appropriate training and support. Ensure programme participants are supported to engage in community structures and decision-making forums. Financial and Administrative Management Support financial monitoring and tracking of programme expenditure. Assist with procurement processes and documentation where required. Maintain records relating to programme resources and operational costs. Support financial reporting and forecasting processes. Line Management Line management of the Disability Action programme team Provide operational guidance and support to project staff and delivery teams. Support staff training and induction where required. Promote collaborative working across programme teams and partners. Communications and Programme Visibility Support programme communications and dissemination activities. Ensure programme materials comply with PEACEPLUS visibility requirements. Assist in the organisation of programme events, workshops, and dissemination activities. Data Protection and Safeguarding Ensure compliance with data protection legislation including GDPR. Ensure secure management of programme data and participant information. Promote safeguarding and inclusive practice across programme activities. Essential Criteria Degree in Community Development, Social Policy, Project Management, Disability Studies, or a related discipline. Minimum of two years experience in project management. Experience coordinating community or social inclusion programmes. Experience working with multiple stakeholders and partner organisations. Experience managing project reporting and monitoring processes. Experience working with vulnerable or marginalised groups. Understanding of digital inclusion and community engagement initiatives. Understanding of disability rights and independent living principles. Knowledge of project management and programme monitoring processes. Understanding of governance requirements associated with publicly funded programmes. Experience leading and managing staff teams. Experience delivering programmes that support social inclusion or community participation. Understanding of disability rights and independent living principles. Understanding of governance and compliance requirements associated with publicly funded programmes. Knowledge and understanding of Data Protection legislation and GDPR, and ability to apply these when handling confidential participant information. *A full driving licence and access to a car for business use *If the effects of a disability preclude an individual from holding a driving licence, please indicate how you can meet the mobility requirements of the post - i.e. the ability to travel throughout Northern Ireland, during normal working hours and on some occasions at evenings and weekends Desirable Requirements Experience working on EU or cross-border programmes. Experience with PEACE or INTERREG programmes. Knowledge of the UN Convention on the Rights of Persons with Disabilities. Experience using project monitoring or reporting systems. Lived experience of disability.
