Department The Directorate of Estates is responsible for ‘providing outstanding work, study, research facilities, and facilities to enhance the student experience, on campus and online’. This role is part of the Estates Development team within Estates. Estates Development has the responsibility for delivering construction, infrastructure and other projects in line with the University’s Vision while protecting the overall campus masterplan. This role is part of the Estates Development team, and will report to the Senior Programme Manager. About the Role The postholder will take full pe-contract responsibility for the successful cost management of building projects and programmes within the Capital, Master Plan and other Development portfolios. They will be fully accountable for the budget management from inception to completion on specific projects or indeed working with the appointed cost consultant / contract administrator and the internal UoY PM team. The role will support the scoping of new projects and will oversee the costing of these; carrying out feasibility studies, leading on options appraisals and providing procurement strategy advice. Skills, Experience & Qualification needed Level 6 qualifications are essential for this role however the equivalent relevant career experience will be considered in lieu of qualifications. In depth knowledge and experience of working with financial information and the ability to analyse and manage project costs issues and financial risks. Proficiency in industry-standard construction estimating software for the preparation of detailed cost estimates and Bills of Quantities. Experience using digital estimating platforms to measure, price, analyse, and report construction costs in accordance with standard methods of measurement. Ability to interrogate and analyse estimating data to produce cost reports and summaries. Develop cost plans and manage budgets for Capital, Masterplan and Development projects. Provide specialist and strategic cost advice on proposed and current projects. Accountable for the full cost and budget management of projects and programmes where external consultants are deemed to be unnecessary due to the level of complexity of the project. Work collaboratively with the Development team and wider colleagues and stakeholders to ensure the deliverability of projects, inclusive of working with external cost consultants on various projects when appointed. Supporting the production of governance reporting and requests for funding providing cost estimating/advice where necessary. Provide advice on procurement (with knowledge of the public contract regulations), tender production and subsequent tender review (cost).
