Project Engineering Consultant

PM Group requires an Project Engineer with chemicals manufacturing experience to lead a client team in Cheshire.
Responsibilities
* Working alongside existing client engineers, managers, and directors.
* Leading the multidisciplinary project team through all stages of the projects from engineering to construction to commissioning and handover.
* Ensuring that the projects are delivered on time, within budget, and in-keeping with industry standard best practices.
* Deliver engineering projects in a safe, efficient, and timely manner, ensuring that all work carried out meets the requirements of the business and complies with relevant legislation in force at the time.
* Ultimately accountable for a multi-million-pound portfolio of capital projects for the sustenance and expansion of the Chemical Site.
* Review and manage safety and regulatory requirements of projects specifically COMAH and Process Safety, ensuring all steps are defined and followed correctly in the process.
* Handover completed projects to internal customer (manufacturing/operations), including commissioning documentation (SOPs, POIs, POMs etc.), training etc
* Championing safety at all stages of the projects.
* Ensuring that the project team delivers the project documentation and drawings.
* Delivering capital investment projects in accordance to portfolio schedules and budgets.
* Providing specialist knowledge on various aspects of design and construction.
* Acting as a client representative in meetings and discussions with third party vendors.
* Creating tender documentation, working through the tender process, engaging potential suppliers/contractors and providing in-depth tender analysis on bid returns.
* Controlling vendors/contractors from tender through to construction.
* Presenting business cases, seeking board approval, securing funding.
* Attending and overseeing testing on site and off site.
* Developing contracts between the client and suppliers.
* Managing risk and change, securing additional budget as required.
* Working alongside third party contractors and offering input into process design and installation.
* Collaborating with other client departments and offering technical support as required.
* Ensuring the delivery of projects in a way that is compliant with EU and UK health and safety regulations, as well as client procedures and protocols.
* Creating and maintaining a project plan for assessment, mitigation, and remediation activities.
* Reporting metrics to the site leadership team.
* Reporting project progress against established milestones.
* Other responsibilities in-keeping with the project management role.
Qualifications
* Applicants will have experience of managing chemical projects from inception to completion and handover.
* The successful candidate will be able to communicate clearly at all levels (including interpreting and explaining complex technical aspects to non-technical or non-expert audiences).
* Full working knowledge and experience of health & safety and legal requirements for the safe operation of a top-tier COMAH site are essential
