Make proposals for future model and approach. They will lead commissioning across the whole cycle; including needs assessment, evidence, service re-design, and specification, procurement and quality assurance. Establish and maintain common systems, processes and performance management for commissioning and managing and reporting on commissioning budgets; seeking maximum value in terms of financial efficiency, outcomes, experience and social value.
