About The Role

Job Title: Quantity Surveyor

Location: BB Stanton Close Depot, Wellingborough (Northampton) – 3 days per week onsite

Company: Balfour Beatty – Living Places

Project: Northants LP & Street Lighting

Balfour Beatty Living Places is recruiting a Quantity Surveyor to support the Northants Local Partnership business, with a commercial focus on the Northamptonshire Street Lighting contract — a long‑term 25‑year agreement.

This role blends commercial leadership, rigorous cost management, and stakeholder engagement while supporting essential infrastructure services that keep Northamptonshire’s roads safe, illuminated, and maintained.

You will be based at the Stanton Close Wellingborough depot three days per week, working closely with operational teams across Northamptonshire and supporting both planned and reactive street lighting programmes.


Commercial Context of the Northants Street Lighting Contract


Cost Control & Value Management

* Managing a large, continuously operating street lighting asset base under a long‑term maintenance model.
* Delivering value through efficient cost planning, accurate measurement, and proactive commercial forecasting.
* Supporting both routine maintenance and emergency repairs – including making safe “door off” or live‑column incidents that require a 2‑hour emergency response.


Planned & Reactive Maintenance Commercial Oversight

* Supporting the commercial cycle relating to day patrols, inspections, and defect management – a core part of the contract’s compliance.
* Ensuring cost capture for emergency, reactive, and planned works is accurate, timely, and contractually aligned.
* Mitigating cost inefficiencies by supporting improvements such as upskilling operatives, which has already reduced downtime across the Northants contract.


Programme Commercial Support

* Working with operational managers to align commercial planning with street‑lighting work programmes.
* Supporting modernised methods of planning and mapping (e.g., visualised planning of traffic management requirements) that reduce aborted works and improve cost certainty.


Contractual Compliance

* Ensuring commercial compliance with the PFI contract, including reporting, audit trails, and performance‑related requirements linked to asset safety and response times.


What You’ll Be Doing


Key Responsibilities


Commercial Management

* Measure, record, value, and reconcile works in accordance with contract rules.
* Prepare accurate monthly valuations, applications for payment, and final accounts.
* Manage CVRs and provide commercial commentary on cost, value, risk, and opportunities.
* Support risk analysis and implement strategies to minimise commercial exposure.


Cost & Programme Support

* Analyse cost/value data for planned and reactive street lighting works.
* Support the commercial lifecycle of emergency call‑outs and high‑priority safety defects.
* Work closely with delivery teams to ensure all works are commercially compliant with the PFI contract.


Procurement & Supply Chain

* Produce BOQs, schedules of rates, and tender documentation.
* Support procurement of subcontractors, ensuring value for money and adherence to safety and quality standards.


Stakeholder Engagement

* Build effective working relationships with operational leads, supervisors, local authority clients, and street lighting engineers.
* Provide commercial insight and training to operational colleagues when required.


Who We’re Looking For


About You

* BSc or MSc in Quantity Surveying (or equivalent experience).
* Experience in street lighting, electrical infrastructure, highways, or term maintenance contracts (strong advantage).
* Knowledge of NEC or ICC forms of contract.
* Strong commercial reporting and analytical skills.
* Ability to work independently while contributing to a wider commercial team.
* Commitment to achieving or progressing toward RICS / ICES / CIOB membership.
