Essex Digital Service is at the forefront of supporting Local Government Reorganisation across Essex – shaping how services are delivered within Essex County Council and across the public sector. We design and deliver modern, user‑centred digital solutions that work seamlessly across organisations, enabling better outcomes in social care, education, transport, the environment and beyond.
The Product and Delivery team provides product leadership for Essex County Council, translating a bold product vision into a roadmap of prioritised deliverables and guiding the product delivery lifecycle. This role is accountable for shaping and managing digital product delivery, using an agile approach to deliver the Council’s strategic aims. The postholder will take full responsibility for planning and delivery of work, engaging and coaching stakeholders in Agile skills, advocating user‑centred design, open data and transparent governance.
Role responsibilities
- Lead a multidisciplinary Agile delivery team working on products that enable Council services to improve outcomes for residents and reduce costs.
- Apply Agile methodology and mindset to all aspects of work, creating a fast‑paced, evolving environment and using an iterative, flexible approach to enable rapid delivery.
- Lead the collaborative planning process, prioritising the most valuable tasks against team capacity and capability.
- Optimise delivery flow, addressing complex risks, issues and dependencies, and identify innovative ways to unblock issues and maintain momentum.
- Allocate responsibilities and assign work packages to team members, aligning work with individual skills while managing rhythms and rituals of a multidisciplinary team.
- Forecast and deliver work within defined costs and timescales, monitoring expenditure and reporting early cost overruns to ensure financial targets are met.
- Manage stakeholder expectations, moderating high‑risk discussions and aligning decisions with organisational risk appetite and standards.
- Oversee the release of new products and services, considering deployment, capability training, engagement and integration into production for smooth change introduction.
- Contribute to the development and selection of appropriate design standards, methods and tools, ensuring effective application and documentation of work.
- Work towards specific individual and shared targets and objectives defined annually within the performance management framework.
Knowledge, Skills and Experience
- Educated to degree level or equivalent experience in a relevant subject.
- Experience delivering digital products or prototypes within a complex, diverse context.
- Evidence of delivering and using agile methods, balancing multiple priorities, managing ambiguity and demonstrating impact.
- Evidence of championing agile delivery methods and principles.
- Knowledge of the digital landscape and Information Governance principles.
- Experience working with diverse multi‑disciplinary teams in a complex environment and building a proven track record of developing others.
- Excellent communication skills with the ability to influence and motivate teams and partners.
- Experience leading cultural and operational change initiatives in a complex environment.
- Knowledge and practical application of Government Service Standards, Government Accessibility Regulations, Technology Code of Practice, Information Governance principles and understanding their application to ECC.
- Evidence of continuing professional development and expert knowledge in a relevant professional area.
