East Coast Route is seeking a Senior Finance Business Partner to join our finance team, leading the Works Delivery Team. This role involves managing an operating budget exceeding £4m annually and overseeing capital expenditure over £300m per year.
The Senior Finance Business Partner will be an integral part of the Route Finance Team, supporting senior leadership and managing a finance business partner team. The role requires proactive planning and collaboration across three route teams within the Eastern Region (East Coast, East Midlands, North & East) and the wider works delivery team within Anglia.
Key responsibilities include challenging senior leaders on budgets and activities to ensure optimal business outcomes, with a requirement to work at a Network Rail office or depot at least 3 days per week.

1. Review and advise on financial results, forecasts, risks, opportunities, and efficiencies to minimize financial and legal impacts.
2. Ensure compliance with accounting standards and provide financial guidance.
3. Oversee accounts, analysis, and business planning to support effective decision-making.
4. Develop the local finance team through personal development, resource planning, and recruitment.
5. Manage reporting pack production and submission.
6. Maintain the integrity and accuracy of the business unit's financial health, challenging performance and outlooks.
7. Understand and influence cost and income drivers to meet business plans and funding.
8. Coach and challenge budget holders to understand results and forecasts, promoting effective management within budgets.
9. Proactively review budget plans and submissions, suggesting cost-saving initiatives.
10. Implement KPIs and monitor financial trends to support decision-making.
11. Lead financial performance meetings, providing advice to drive business decisions and governance.
12. Collaborate on investment decisions and new business initiatives to enhance performance.
Are you?
* Membership (or working towards) of a relevant accounting body (CIMA/ACCA/ICAEW) or equivalent experience.
* Excellent stakeholder engagement and communication skills across all levels.
* Experience in complex financial environments, managing risks, controls, and planning.
* Proven track record in budget management, governance, and financial analysis.
* Ability to manage ambiguity with strong decision-making skills.
* Strong technical financial and accounting knowledge.
* Degree-level education in accounting, finance, business management, or equivalent experience.

* Full membership of a relevant professional body (CIMA/ACCA/ICAEW).
* Experience with Oracle systems.
