Job Description
Working within the Town Planning and Consenting function, you'll coordinate the implementation of complex consenting strategies across both Town and Country Planning Act (TCPA) and Development Consent Order (DCO) regimes. This role requires a confident communicator and skilled programme manager, capable of aligning technical inputs, managing stakeholders, and maintaining control of project timelines. With a strong on-site presence and a commitment to a multi-year assignment, you'll help ensure our major projects secure the consents they need to move forward.
Responsibilities
* Working closely with internal HAL teams and external consultants/stakeholders to facilitate constructive dialogue, address concerns, and obtain necessary data and approvals in a timely manner.
* Maintaining accurate records of progress and milestones and preparing comprehensive reports to support project documentation and compliance requirements.
* Conducting risk assessments to identify potential barriers to progress and developing mitigation strategies to address challenges proactively.
* Collaborating with consenting consultants, designers, engineers, project managers, and other stakeholders to integrate consent requirements into project plans and schedules, ensuring alignment with project objectives and timelines.
* Identifying opportunities for process improvement, streamlining consents management processes, and implementing best practices to enhance efficiency and effectiveness.
* Working with multidisciplinary teams such as Planning, Socioeconomics, Environmental Impact Assessment, Surface Access, Land and Property, Consultation and Engagement, Design and Engineering, Delivery, Masterplanning, Legal, etc., to share knowledge, provide guidance, and foster a culture of collaboration and excellence.
Qualifications
* Good understanding of the processes and stages involved in TCPA and DCO regimes.
* Project management skills, including task prioritization, managing competing deadlines, and coordinating activities across multiple fronts.
* Analytical mindset with the ability to assess complex regulatory requirements, identify potential risks, and develop pragmatic solutions.
* Excellent communication and interpersonal skills to build positive relationships with stakeholders and negotiate effectively.
Ideally, you'll have:
* Experience managing and progressing large-scale consenting applications (DCO and aviation sector experience is desirable).
* Recognised professional qualifications, e.g., APM, PRINCE, MRTPI, MRICS, MCIOB, etc.

Working Location
