The Council's Advice Team make an essential contribution to services maximising residents' welfare benefit entitlement and dealing with a variety of other problems such as debts, housing/council tax benefits, PIP forms etc. within the community of Caia Park in Wrexham. The service is currently delivered on an appointment basis either by telephone or face to face.
It is essential that you have experience in most of the above disciplines as well as the ability to manage and motivate a small team. An ability to represent at tribunals and court eviction hearings would be an advantage.

Caia Park Community Council area covers five electoral wards of Wrexham County Borough Council with a total electorate of over 8700 and population of some 13,000. Two of the wards are within the top areas for deprivation as defined by Welsh Government.
The Community Council employs a small team of Advice Workers to provide the residents of Caia Park with impartial and confidential advice, and support on such matters (although not exclusively) as welfare benefit entitlement, debt, housing, consumer rights and Universal credits. If required, they also attend and represent at tribunals and appeals to support a claimant.
The team currently comprises 1 full time and 3 part time staff who offer telephone and in person appointments providing advice. We endeavour to minimise any risks associated with possible lone working.
The successful applicant will be responsible for managing the team and their own casework and have overall responsibility for recording systems, data collection and promoting the service. Client records are maintained on a bespoke software package for which the manager is the administrator.
As a small organisation, members of staff are expected to be adaptable and from time-to-time venues and sessions may change to reflect the needs of the community.
Terms and conditions of employment are largely in line with Local Government establishments. Local Government pay scales apply and a contributory membership of the Local Government Pension Scheme is an option.

JOB DESCRIPTION
MANAGER – COMMUNITY ADVICE SERVICE
1. To be responsible for the efficient running of an Advice Service including:
2. To manage, under the direction of the Clerk of the Council, the Advice Service staff
3. To identify staff training needs and undertake periodic staff reviews
4. To liaise with statutory and voluntary bodies to maintain a strong working relationship
5. To assist in publicising the service to the whole community including, where appropriate, targeted interventions
6. To maintain and monitor a confidential case recording system compliant with data protection requirements
7. ADVICE SESSIONS
8. To provide, as part of a team, advice by telephone and face to face appointments
9. To provide, as part of a team, regular advice sessions at venues and times to be agreed by the Council (these may include community halls or premises of other partners operating within Caia Park)
10. To provide (time permitting) representation at tribunals and court
11. REPORTS AND OTHER MATTERS – (not exclusive)
12. To collect and maintain data and provide written reports to the Council on a quarterly basis
13. To prepare a regular rota of advice sessions dependant on staff present and arrange cover if possible
14. To attend meetings of the Council as may be reasonably required
15. To take part in appropriate training
16. To secure the Community Council offices in the absence of other staff
17. On occasion it may be necessary to review the workload and duties as may be reasonably expected.
