Responsibilities
Provide strategic leadership for all aspects of SEND and inclusion, including SEND Provision of Statutory Assessment, Educational Psychology Specialist Services, and Behaviour Support.
Lead the development and delivery of the SEND strategy, ensuring compliance with statutory responsibilities and supporting timely delivery of high-quality education, health, and care plans.
Oversee the implementation of the Delivering Better Value (DBV) programme to embed transformational change in service delivery.
Embed a performance culture focused on rigorous challenge, accountability, disciplined execution, and continual improvement for SEND and vulnerable children.
Lead co-production of strategies, policies, and development with parents, carers, and young people, ensuring services meet their needs effectively.
Prepare for and lead SEND inspections, demonstrating a strong understanding of the system and improved educational outcomes.
Promote a single strategic vision for inclusion across the Children Directorate and wider education system.
Ensure strategic relationships between children's and adult's directorates to break down silos and facilitate collaboration.
Communicate proactively with senior management, providing information needed for effective decision-making.
Champion educational outcomes for children and young people at all levels within the organisation and partnerships.
Lead the delivery of statutory duties of local authorities, meeting performance requirements and developing EHC plans within timescales.
Develop strategies and policies relevant to the role, ensuring high-quality services are delivered and reviewed transparently.
Person Specification
Degree qualification or equivalent, with formal management training or structured management development program.
Experience in leading SEND services in a senior leadership role within school or local authority settings.
Strong knowledge of legislative and operational requirements for SEND, including statutory assessment and provision of support.
Understanding of the wider system for meeting the needs of children with SEN and vulnerable pupils, including key partnerships and processes.
Ability to define local authority behaviour support and engage relevant partners to support vulnerable pupils.
Excellent leadership skills to encourage commitment and promote a positive organisational culture.
Experience in leading multi-functional teams in complex environments, contributing to personal and collective development.
Proven ability to foresee potential problems and take corrective action with a positive attitude to problem-solving.
Extensive experience in leading organisational change and engaging staff for cultural and behavioural change.
Ability to formulate strategic, tactical, and operational plans for practical and creative solutions.
Commitment to amplifying the voice of the child and ensuring their voice is evident in all plans.
Experience in establishing performance measures and a culture that drives up standards and performance.
Significant experience in budget preparation, management, and control for large organisations, ensuring value for money.
Leadership skills in collaboration and driving improvement with pace, ambition, creativity, and confidence.
Understanding of data protection, freedom of information, and confidentiality requirements.
Ability to make sound judgments in high-risk and complex environments, managing conflict between stakeholders.
Ability to work collaboratively with local authority colleagues, peers, and senior leaders for efficient service delivery.
Strong communication, negotiation, and presentation skills.
Flexible approach to work with willingness to travel as required.
