A leading infrastructure delivery organisation is seeking an experienced Construction Manager to deliver highways renewal and improvement schemes across a live network. Reporting to the Senior Delivery Manager, you will manage site‑based construction activities, oversee contractors, and ensure works arepleted safely, on programme, and in line with contractual and statutory requirements. You will deliver multiple schemes of up to £5m, administer NEC contracts, fulfil Principal Contractor duties under CDM 2015, maintain construction programmes, and manage site operations to prevent delays. A strongmitment to safety, quality, and continuous improvement is essential.Responsibilities include progress meetings, monthly reporting, supporting financial forecasts, change control, and maintaining accurate project records. You will also oversee temporary works, traffic management, network occupancy, stakeholder liaison, and contractor performance. Candidates must hold SMSTS and have proven experience delivering highways schemes in a Principal Contractor environment, including constrained and night‑time working. Strong programme management,mercial awareness, leadership, and problem‑solving skills are required. Roles & Responsibilities
1. Manage and administer construction works in accordance with the contract.
2. Prepare, maintain, and monitor robust construction programmes, taking corrective action to avoid delay or overrun.
3. Oversee and coordinate all site operations, ensuring efficient sequencing and delivery of works.
4. Chair regular progress meetings with contractors and attend monthly progress meetings with senior stakeholders.
5. Manage the concurrent delivery of multiple schemes with individual values up to approximately £5m.
6. Health, Safety, Environment & CDM
7. Oversee the delivery of Principal Contractor duties under CDM Regulations 2015 and obligations under the NEC form of contract.
8. Ensure safety leadership is embedded across all activities, including:
9. Training andpetence
10. Risk assessments for every task
11. Site inductions for all workers
12. Safe systems of work and point‑of‑work risk assessments
13. Ensure effective implementation of the Construction Phase Plan, site inductions, and site rules.
14. Carry out regular Safety, Health and Environmental inspections and attend SHE meetings.
15. Ensure all accidents, incidents, and near‑misses are reported and investigated appropriately.
16. Verify that working practicesply with approved Quality Plans, Method Statements, Risk Assessments, and Inspection & Test Plans.
17. Ensure appropriate inspection, sampling, and testing is undertaken to verifypliance.
18. Carry out quality checks, witness works, and manage the reporting and close‑out of non‑conformances.
19. Promote a right‑first‑time culture and continuous improvement.
20. Manage all changes to the works, ensuring they are agreed, properlymunicated, and formally instructed.
21. Prepare monthly progress reports and support financial reporting activities.
22. Ensure accurate collection and reporting of data required for Key Performance Indicators (KPIs).
23. Provide clear definition of roles and responsibilities within the site team.
24. Lead, advise, and motivate site management staff to ensure effective performance.
25. Identify training and development needs and arrange appropriate support where required.
26. Promote a collaborative, inclusive, and high‑performance team culture.
27. Ensure temporary works are designed, checked, and installed in accordance with approved procedures and design details.
28. Ensurepliance with the duties associated with the Temporary Works Co‑ordinator role where applicable.
29. Oversee contractor performance, ensuring safe execution of works andpliance with programme requirements.
30. Promote a partnering approach based on trust, respect, and openmunication.
31. Oversee network occupancy activities including:
32. Traffic management proposals

35. Updating client network occupancy systems
36. Ensure all records required for handover arepiled, including:
37. Health & Safety Files
38. As‑constructed drawings

40. Promote innovation and the capture and sharing of lessons learned and best practice.
Desirable Skills & Experience
41. SMSTS (5‑day CITB Site Manager’s Safety Training Scheme).
42. Proven experience delivering Principal Contractor duties under CDM 2015 and/or acting as Supervisor under NEC contracts.
43. Experience delivering highways renewals and improvement schemes, including restricted access and night‑time working.
44. Demonstrable experience delivering projects to tight time and budget constraints.
45. Experience managing multiple concurrent schemes.
46. Strong working knowledge of construction programming and risk management.
47. High level ofmercial awareness.
48. Strong problem‑solving and decision‑making skills.
49. Proficient in Microsoft Office.
50. Demonstrable leadership and people management capability.
51. Flexible,mitted, and delivery‑focused approach.
52. Positive attitude to collaborative working in a partnering environment.
Qualifications
53. Degree or HND in Civil Engineering (or equivalent).
54. Progression toward Chartered status.
55. CSCS (Manager / Contracts Manager) card.
56. Experience working for a major contractor at Senior Agent level or above.
57. First Aid qualification.
58. Temporary Works Co‑ordinator certification.
59. Appointed Person (Lifting Operations).
60. Fire Safety Co‑ordinator / Marshal certification.
61. Detailed knowledge of:Manual of Contract Documents for Highway Works (MCHW)Design Manual for Roads and Bridges (DMRB)
