Job Title: Head of Payroll

Role overview

We are seeking a Head of Payroll to work alongside the current Head of Payroll whilst they are managing the implementation of a new group wide People and Payroll system before transitioning into a standalone Head of Payroll role over time.
The role will be supported through an extended training phase to understand the particulars of the Bus industry, how First Bus is structured and the intricacies of a complex, multiple monthly and weekly payroll landscape across circa 15k employees.
The ideal candidate will be a person who has a passion for payroll and is looking to progress their payroll career whilst also having the ability to successfully lead, manage and influence a team of 25 looking to drive performance, provide opportunities for development and act as a mentor. They must have extensive payroll knowledge with experience of complex problem solving, a proven track record of communicating and able to effectively work across internal teams supporting a payroll strategy. A degree level qualification (CIPP or equivalent) is desirable but not essential.
Accountabilities
* Business partner with senior leadership team of the entities
* Oversee the accurate and timely end to end payroll process covering 41 monthly and weekly payrolls ensuring compliance to the companies statutory and contractual responsibilities and adhering to the embedded payroll controls framework.
* Lead weekly and monthly team meetings, looking at payroll performance, cascading information and offering support using knowledge of payroll best practice, ensuring standard process and practices are maintained.
* Collaborate with HR, Finance and other teams to ensure seamless integration of payroll processes with other business functions.
* Manage payroll KPI's, analysing trends and using root cause analysis to identity opportunities for continuous improvements and enhancements to payroll operations and efficiency.
* Support the bi-annual audit with PWC, provide data in a timely fashion through the agreed process. Resolve questions and queries raised by auditors appropriately and timely.
* Be responsible for the GDPR compliance of the payroll team. Document, where necessary any payroll data breaches, analyse root cause, close any gaps and record any actions required by the team
* Manage the payroll strategy, vision and standardisation processes aligning the Managers team strategy with the overall payroll vision.
Additional Responsibilities
* Control check, sign off and approve the Glasgow 4 weekly and FBCS Exec payrolls where the Bristol and Glasgow payroll team salaries are processed to ensure accuracy of data.
* Manage the eligibility and salary uplifts of the non-collectively bargained (NCB) employees.
* Support the Payroll team with TUPE process both in and out of the business, ensuring continuity of accurate pay for affected employees.
* Process P11D's according to standard practice and in compliance with HMRC deadlines.

* To report incidents, near misses and dangerous occurrences in a timely manner and ensure effective remedial action is taken.
* To promote and implement, where appropriate, Injury Prevention and safe working practices by means of campaigns, initiatives and to promote a positive attitude to safety through personal leadership.
Environmental Responsibilities
* To support the Company's environmental campaigns and be aware of Group's annual environmental targets
Skills, Experience and Qualifications Required
* High degree of attention to detail
* CIPP or equivalent qualification
* In depth knowledge of payroll regulations, tax laws and compliance requirements
* Experience of payroll management preferably in a large organisation with multiple payrolls and complex pay structures.
* Strong leadership and team management skills, with the ability to motivate and develop a high performing team.
* Excellent analytical, problem solving and decision making skills and a high level of attention to detail
