Purpose of Role:
To act as the Principal Contractor’s competent representative for electrical safety assurance across the project. The Electrical Safety Assurance Lead will oversee, verify, and ensure all electrical work activities under the governance of the Principal Contractor (PC), ensuring compliance with statutory requirements, project procedures, and the Electricity at Work Regulations 1989 (EAWR). The role provides independent oversight of the specialist electrical contractor’s Electrical Safety Rules, Lock-Out Tag-Out (LOTO) systems, and electrical safety procedures, ensuring that electrical risks are effectively managed and that the PC’s duty holder obligations are maintained.
Key Responsibilities:
Governance & Oversight
- Lead electrical safety assurance on behalf of the Principal Contractor's- Oversee and approve the implementation of Electrical Safety Rules and LOTO procedures.
- Maintain oversight of authorisation structure (Authorising Engineer, SAPs, APs, Competent Persons).
- Ensure compliance with EAWR 1989, CDM 2015, HSG85, HSG 253 and BS 7671.
- Review and approve electrical safety documentation and interface with the PTW system.
Assurance & Audit
- Implement and maintain the Electrical Safety Assurance Plan and audit schedule.
- Lead Tier 1–3 audits of procedures, isolations, and field implementation.
- Verify electrical safety documentation, isolation certificates, and commissioning documentation.
- Conduct gap analyses against industry best practice.
- Provide monthly assurance summaries and risk reports to the Project Director and Client.
Interface & Control
- Act as the technical interface between the PC, and other vendors.
- Ensure to issue electrical safety documents and isolations for third parties are properly controlled and referenced within the PTW system.
- Coordinate with commissioning teams to ensure safe energisation and handover.
Incident Management & Continuous Improvement
- Lead or support investigations into electrical incidents or near misses.
- Track corrective and preventive actions.
- Capture lessons learned and integrate improvements.
- Promote a strong electrical safety culture across all site teams.
Reporting & Escalation
- Maintain the Electrical Assurance Log.
- Escalate critical risks or deviations immediately to the Project Director and Client.
- Report monthly on compliance trends, non-conformance closeouts, and key performance indicators.
Key Competencies and Skills:
- Strong understanding of electrical safety legislation and best practice.
- Proven experience as an Electrical SAP managing or assuring electrical systems up to 1000V (LV); HV experience advantageous.
- Excellent communication, coordination, and leadership skills.
- Analytical, detail-oriented, and proactive assurance mindset.
- Ability to drive safety culture while maintaining efficiency.
- Skilled in auditing, investigation, and technical review.
Qualifications and Experience:
- HNC/HND or Degree in Electrical Engineering (or equivalent qualification).
- Senior Authorised Person (SAP) status (current or previous).
- Minimum 10 years’ experience in electrical engineering, with at least 5 years in assurance or governance roles on major UK projects.
- Demonstrable understanding of EAWR 1989, BS 7671, HSG85, HSG 253 and CDM 2015.
- Training in incident investigation, audit, and inspection methodology.
Reporting Relationships:
Reports directly to: Project Director / Engineering Assurance Manager.
