Job description
To support the Engineering Delivery Team Leader by being the Council's specialist
leading on traffic management and safety engineering within the Borough. To lead
on the development of the Council's Integrated Transport capital programme, carry
out investigation of road accidents to identify target areas for action throughout the Borough
and to oversee the design, safety audit and implementation of local safety and traffic
management schemes across the Borough.
PRINCIPAL RESPONSIBILITIES:
1.
Develop a programme for the Integrated Transport programme by carrying out assessments and preliminary investigations, feasibility studies into schemes/projects, carry out consultations and formulate briefs for implementation by in-house or external groups/consultants/contractors. Monitor progress through to delivery and liaise with other officers of the Council to ensure high quality schemes are delivered on time, within budget and in compliance with legislative requirements.
2.) Respond to correspondence/enquires, attend site visits and meetings with Members of Parliament, Councillors, consultants, partnership organisations, the public and interest groups. Preparation of documents/plans and provision of data as necessary.
3.) Analyse and evaluate data, producing complex information and detailed reports on crash and casualty levels. Produce drawings and schedules for Local Safety Schemes.
4.) Assess and prioritise schemes for the Councils programme for engineering work in accordance with funding available from the Local Transport Plan, Integrated Transport Settlement and the Councils Capital and Revenue allocations.
5.) Responsible for the management, development, performance and resources of Engineers, Technicians and Trainees.
6.) Manage, develop and provide a safety audit programme to include conducting individual safety audits of highway improvement and traffic management schemes, write reports recommending improvements/actions where appropriate and developing policies.
7.) Prepare and write committee reports, briefing notes and technical drawings in connection with traffic and highway issues.
8.) Represent the Department and Council at local, regional and national level, as required
