Base pay range
We are seeking a Senior Surveyor with specialist knowledge and experience in Commercial Estate Management and Strategic Asset Management. The Council's non housing portfolio comprises approximately 900 income producing assets including offices, retail and industrial. The job will require acting as a professional advisor to client service areas and SME to various projects.

Job Description
Working within the Property & Economic Development service, which holds and manages the Councils non housing portfolio, you will be required:
* To oversee the day-to-day operation of the non housing asset portfolio which includes providing professional advice, guidance and services to stakeholders (internal and external) across all activities covered by the role.
* To be responsible for the strategic performance and enhancement of the council’s assets and to optimise use, efficiency and financial performance whilst seeking to ensure a quality service provision to clients. This includes ensuring that assets are proactively managed, and that tenant liaison takes place. To act as a strategic property advisor within the team and to the wider organisation.
* To lead on specific projects, schemes, programmes of work and activities ensuring compliance with corporate policies, statute and regulations and RICS standards.
* To assist in the mentoring, training and development of colleagues within the team.
Responsibilities
Responsible for undertaking the following activities as part of strategic asset management with a view to sustainably maximising the performance of the council’s property portfolio:
* Play a key role in setting performance criteria for the council's property assets
* Initiate, develop and undertake a rolling programme of asset review, setting, monitoring and reviewing key performance indicators to meet the requirements of the strategic asset management framework
* Provide support to the Strategic Asset Manager in the production, implementation, monitoring and review of the strategic asset management framework
* Challenge the use and retention of existing assets, identify underperforming assets and make recommendations for their improvement, development or disposal to enhance the asset base
* Identify assets suitable for disposal to support the council's capital programme o Undertake valuation and development appraisals in support of the asset review including detailed feasibilities and desk top surveys
* Review assets in terms of cost, condition, suitability and sufficiency and make appropriate recommendations for change
* Promote the efficient and effective utilisation of the council's land and property
* Liaise with service departments in order to identify, monitor and facilitate future property requirements
* Act in an agent capacity on behalf of Housing Department in the valuation and disposal of surplus housing assets o Represent asset management in internal and external meetings as necessary
* Act on behalf of the council in the acquisition of land and buildings whether by compulsory purchase or otherwise, where the council is either the acquiring authority or seller
* Review, monitor and report on the use and performance of operational buildings
* Co-ordinate asset reviews incorporating the above, undertake options and risk appraisals and make professional recommendations to senior leadership team and elected members on the future or property assets
Carry out the following activities in relation to estate management:
* Tenant liaison including ensuring they meet their obligations under the lease
* Coordinating marketing of vacant properties
* Agreeing tenancy terms and writing recommendation reports on new tenancies and renewals
* Undertaking rent reviews
* Debt monitoring
* Void property management
* Coordinating dilapidation surveys
* Monitoring property and portfolio performance
Skills Required
Detailed knowledge and understanding of:
* Asset based performance management
* Up to date property legislation and guidance which underpins the activities and professional areas covered by this role including health and safety
* Planning legislation and its implications
* Tendering and procurement processes and requirements
* Funding and financial sources
* Project management and delivery mechanisms including methodology and processes
* Proficient in the use of IT and technical software
* Performance and quality requirements for service delivery
Demonstrable Experience Of
* Corporate asset management planning in a private or public sector environment gained over a number of years
* Development / development appraisal
* Complex valuations and techniques
* Financial awareness, planning and budgeting
* Experience of negotiating rent reviews, lease renewals, new leases and managing relationships
* Experience of property management including monitoring rental income and rent arrears
* Working independently in a similar role in either in the public or private sectors
* Tendering and procuring work and carrying out negotiations
* Contract management including monitoring and reporting
* Understanding company accounts and appraising covenant risk
* Team working
* Dealing with complex and difficult issues relating to property
* Working in multi-disciplinary teams Person Specification
* Good political awareness and experience of giving professional advice to Members
Educational Requirements
Educated to degree level or equivalent in a property related subject
Professional membership of RICS (MRICS) with significant (5+ years) post qualification experience
RICS Registered Valuer (not essential but would be useful)
Commitment to continuous professional development
