Operational Policy Officer - Enforcement and Safeguarding

Salary: Circa £38,000

Grade: Band 2

The safety of our customers is paramount. The Security, Policing and Enforcement Directorate is responsible for ensuring that all those who use our services or access our networks are protected from crime or personal danger. This includes the most vulnerable who may need further support to be kept safe.

This role will support the delivery of policies and programmes to ensure the safety of our customers. This will initially be within a Safeguarding Portfolio and could include working on rough sleeping, schools and young people, hate crime or vulnerable adults.

You will work in partnership with key internal and external stakeholders, in particular operational teams across TfL, policing and enforcement partners, charities and Local Boroughs to implement plans to protect our customers.

Please note this role may involve working with individuals who have experienced trauma, and you may be exposed to sensitive and potentially distressing content. Your portfolios may change over time to support your wellbeing and development.


Key Accountabilities

* Support work across a portfolio of topics in Enforcement and Safeguarding - e.g. suicide prevention, rough sleeping, road safety, fare evasion, crime reduction, working with youths, hate crime. Your portfolios may change over time.
* Plan project deliverables and prioritise demanding workloads. Work together as a team to ensure that project deliverables and requests are prioritised and delivered effectively.
* Manage multiple projects/requests at one time, and deliver to agreed timescales.
* Share and engage stakeholders with guidance and recommendations on key policy issues within the scope of the directorate's operational and strategic accountabilities, objectives and priorities.
* Regularly update stakeholders on project milestones to ensure they are updated on progress.
* Monitor, research and analyse benchmarking activity of other transport systems, cities and that of our transport policing partners to ensure our approach is in line with best practice.
* Providing support to Operational Policy Managers- this could include secretariat support for stakeholder meetings and representing them at meetings.
* Work in collaboration with other teams across TfL to ensure that enforcement, compliance and policing priorities are considered as the earliest possible stage in the development of TfL policies and strategies.
* Act as an advocate of the team and directorate, to ensure that best practice of Operational Policy development and efficiencies can be achieved.


Key interfaces

* The jobholder is expected to build and maintain excellent working relationships with the following:
* TfL: All SPE teams, operational directorates, Customer Comms and Technology directorate, TfL Legal, SHE.
* External: Greater London Authority, Metropolitan Police, British Transport Police, City of London Police, other enforcement partners such as the Driver and Vehicle Standards Agency, Mayor's Office for Policing and Crime and London Councils. Key stakeholder groups and charities working for safer transport networks in London.


Knowledge

* A good understanding of TfL's strategy and objectives (desirable).
* Good knowledge and understanding of the major issues affecting the provision of policing and transport services in London (essential).
* Good knowledge of safeguarding issues affecting public transport (essential).
* Good knowledge of TfL organisation, culture and structure (desirable).


Skills

* Interpersonal skills and an ability to interact, build and develop effective working relationships with staff in a range of areas, organisations and roles (essential).
* Time management and organisation skills with the ability to work under pressure, meeting tight deadlines in a fast-paced and dynamic environment whilst maintaining a strong focus on accuracy and quality (essential).
* Proven research, verbal communication/presentation and written skills to enable policy writing and development (essential).
* Able to think strategically, bringing together a wide range of information in a structured and reasoned manner to draw conclusions and provide recommendations (essential).
* Able to use benchmarking activity and analysis to identify and evidence areas for improvement (essential).
* IT skills. MS Office (Word, Excel, PowerPoint, Outlook) (essential).


Experience

* Experience working in a partnership with a number of key internal and external stakeholders (essential).
* Experience of an operational environment with an understanding of the prioritisation of resources (desirable).
* Experience in writing high quality documentation and reports (essential).
* Experience in using analysis to identify and evidence areas for improvement (desirable).
* Experience of managing own workloads, updating colleagues and planning project deliverables (essential).
