Chemonics UK is seeking a Team Leader for an upcoming Department for Energy Security and Net Zero (DESNZ) programme, known as the Climate Innovation Pull Facility. This programme will pilot pull financing mechanisms in developing country contexts to accelerate the development of clean technology solutions, supporting the Net Zero targets of these countries.
About the role:
The Team Leader will be responsible for overseeing and achieving overall project objectives, as well as leading the programme team and partners to deliver results. They will also ensure adherence to client, stakeholder, and counterpart requirements, as well as alignment with Chemonics' best practices. They will manage all workstreams, covering the following technical areas: Pull Facility Management and Tech innovation for net-zero solutions (industrial decarbonisation, clean transport, smart energy systems, energy storage, and sustainable cooling).

Principal Duties and Responsibilities (Essential Functions):
* Provide overall programme leadership and management in the design and implementation of the programme's strategic objectives and activities, ensuring alignment to DESNZ policy and the highest standards of delivery and compliance with DESNZ requirements and regulations, as well as Chemonics policies and procedures.
* Provide leadership of the senior management team, technical and operational staff, and project partners.
* Serve as the programme's primary liaison with DESNZ, CIPF steering board, Technical Advisory Group and Independent Evaluator.
* Oversee programme work planning, financial management, performance management, monitoring and evaluation, strategic communications, and evidence generation.
* Manage and supervise the work of programme personnel, subcontractors, and grantees, with a focus on core results, achievement of work plan and targets and timely implementation.
* Facilitate the cross-pollination of data, research, and lessons learnt to inform knowledge management mechanisms and systems across project locations, ensuring adherence to cross-cutting themes of gender mainstreaming and social inclusion.
* Manage stakeholder engagement within the broader Technological Innovation to Net Zero space, ensuring that project selection is informed by the ecosystem and other programmes working in similar technical areas. Learning from the pull projects is also fed back to the broader ecosystem.
* Address issues and mitigate risks related to programme implementation promptly and appropriately adjust project strategies as required.
* Oversee technical and financial reporting to the Chemonics Project Management Unit and DESNZ as required.
Qualifications and Experience:
* Bachelor's degree in business, economics, sustainable finance, international development, Sustainable Energy, gender studies, or a related field;
* An advanced degree in climate finance, sustainable energy or a related subject is preferred.
* Proven experience applying leadership and climate related work on donor-funded projects
* Significant experience in a relevant technical field and at least some experience working effectively in international operating environments with DESNZ, BEIS, FCDO or other donors
* Expertise in advising, managing, and supervising teams in complex and cross cultural environments.
* Proven record of managing large multi-million pound financing facilities or grants for energy efficiency or related technical area programming.
* Previous long-term project leadership experience managing program activities and leading a team.
* Advanced knowledge and skills in net zero technological solutions are required in two or more of the following fields: industrial decarbonisation, clean transport, smart energy systems, energy storage, and sustainable cooling.
* Advanced understanding of the net zero targets of LICs
* Experience in women's economic empowerment and/or applying gender equity and social inclusion (GESI) lenses and frameworks to programs and projects preferred.
* Demonstrated ability to liaise with senior government officials and private sector counterparts.
* Experience supervising staff and implementing activities required
* Strong interpersonal, analytical, and problem-solving skills.
* Fluent English oral and written communication skills are required; proficiency in another language is preferred.
