Stoke-on-Trent City Council is seeking a Quantity Surveyor to join their team. The successful candidate will be key to ensuring financial probity of the Housing Revenue Account, regarding appropriate property-maintenance. Maximising cash flow through accurate estimating, control, measurement and valuation of work, accurate forecasting; reporting up of risks and actions; and the timely invoicing of customers and payment of suppliers; including the management and authorisation, or refusal of variations to works orders.
The ideal candidate will monitor, review, challenge and correct any deviations where there are concerns regarding ‘value for money’, quality of work and conformity to specifications. They will also negotiate, persuade and problem-solve where appropriate; ensure timely reports for each project are available throughout the year; and everything required to support financial closedown is available.
In association with property surveyors and project managers, the Quantity Surveyor will produce compliant, accurate and enforceable technical documentation as required by the Service Managers; including bills of quantities, schedules of works, schedules of rates, project specifications and any other documentation required.
The candidate will assess, review and mitigate commercial and contractual risks, by liaising with contractors, making site visits and inspections, attending meetings, measuring work, providing cost of variations and advice on contractual claims and related matters.
The successful candidate will also ensure all works comply with CDM Regulations and provide advice to the team and other stakeholders on project budgets, contractual procedures and public sector procurement regulations.
