Our client, a busy local authority in West Yorkshire, are looking for an experienced Elected Member Skills & Training Needs Assessor to join their team and play a crucial role within their human resources operations. Position: Elected Member Skills & Training Needs Assessor Rate: £24.81 per hour (Umbrella, Inside IR35) Contract Duration: Temporary (Aug 2026) Possible Extension Working Arrangement: Hybrid Job Purpose: To complete evaluations of the digital skills and development needs of newly elected councilors. Job Duties: The role will focus on supporting elected members to effectively use the Microsoft 365 suite and Council systems. This will include identifying gaps in skills, current assessment of knowledge, previous experience, confidence, and understanding of the dedicated support functions available. Undertake skills and capability assessments using surveys (MS Forms), face to face interviews and other one-to-one and group sessions. Produce a clear and accessible training needs analysis for all elected members. Assess confidence and capabilities in: - Microsoft 365 (Outlook, Teams, SharePoint, Word, Excel) - The Council’s dedicated Member Casework system - The organisational Learning Management System (LMS) - The Elected Member’s IT support function. Job Requirements: Previous experience working within a local authority or a similar organisation. Experience of undertaking training needs analysis or skills assessments, ideally in a digital or systems-based setting. Evidence of Continuing Professional Development.
