Role Overview
The Site Cost Controller will be responsible for monitoring, analysing, and reporting project costs to ensure delivery within approved budgets. This role plays a key part in financial governance across the NZT Power project, supporting accurate forecasting, cost control, and decision-making in a complex EPC environment.
Key Responsibilities
Cost Management & Reporting
1. Monitor and control project expenditures against the approved budget and cost baseline
2. Prepare and maintain cost reports, track commitments, accruals, and actuals; maintain cost registers and cashflow curves
3. Produce monthly cost reports for internal stakeholders and client reporting
4. Analyse cost variances and provide explanations and mitigation recommendations
5. Preparation of monthly and weekly site resource reports and staffing forecasts
Forecasting & Planning
6. Develop and update cost forecasts (Estimate at Completion – EAC)
7. Support budgeting and reforecasting processes across project phases
8. Collaborate with discipline leads to validate planned vs. actual costs
9. Identify trends and proactively highlight cost risks and opportunities
Project Controls Integration
10. Support integration of cost control with scheduling and progress measurement
11. Work closely with Planning Engineers to align cost and schedule performance (earned value where applicable)
12. Assist in maintaining cost breakdown structures (CBS) and alignment with WBS
Commitment & Procurement Tracking
13. Track commitments including purchase orders, subcontracts, and variations
14. Validate invoices against contract terms and progress achieved
15. Liaise with procurement and contract teams to ensure cost accuracy
Change Management
16. Support the management of change events and variations
17. Assess cost impacts of changes and update forecasts accordingly
18. Maintain change logs in coordination with project controls and commercial teams
Stakeholder Collaboration
19. Interface with project management, engineering, procurement, and finance teams
20. Support audits and ensure compliance with company procedures and project requirements
21. Provide ad-hoc cost analysis to support decision-making
Skills & Experience Required
Essential
22. Bachelor’s degree in Engineering, Finance, Quantity Surveying, or related discipline
23. Proven experience in cost control within large-scale EPC / energy / infrastructure projects
24. Strong knowledge of cost management principles and project controls methodologies
25. Experience working on complex, multi-discipline projects (ideally energy transition, gas, power, or CCS)
26. Advanced proficiency in Excel; familiarity with cost control software/tools
27. Excellent analytical and reporting skills with attention to detail
28. Strong stakeholder communication and collaboration skills
Desirable
29. Experience working on carbon capture, power generation, or decarbonisation projects
30. Knowledge of Earned Value Management (EVM)
31. Familiarity with SAP, Oracle, or similar ERP systems
32. Understanding of UK project delivery environment and regulatory context
