The Regional Engineering Manager will manage local Change Management and Quality Control at the designated client facilities throughout the EMEA Region. They will implement a wide range of standardised CBRE programs for maintenance operations, training and drills, reporting, document management, maintenance processes and procedures, and reporting of Building Management System (BMS), Electrical Performance Management System (EPMS), Uninterruptable Power Supply (UPS), and Computer Maintenance Management System (CMMS). They will coordinate achieving local, in country, legal register or corporate level industry certifications where appropriate. This person will be the regional representative for development and management of operations processes and procedures and their standardisation across the EMEA portfolio. The Regional Engineering Manager will have a strong mechanical and electrical background and will continuously review the Methods of Procedures (MoPs) for use in maintenance work on business‑critical infrastructure with the operational teams. Most importantly, the Regional Engineering Manager will own the implementation, standardisation and ongoing ownership of the local Critical Environments Program at the designated Goldman Sachs sites. At times the Manager may need to travel to sites in support of expansions, shutdown events, projects and for risk management requirements, including weekends.
Key Tasks
* Health & Safety: Responsible for running Health & Safety meetings, standardising the local program to align with corporate standards, and ensuring full coverage and compliance.
* Equipment Maintenance Planning: Create or validate a Scope of Service (SoS) for each unique equipment type, containing maintenance strategy, frequencies, durations, and detailed work scope based on engineering reliability methods, manufacturer’s recommendations, site conditions, equipment history, industry standards, best practices, lessons learned, and service bulletins. Drive maintenance improvements toward a condition‑based strategy.
* Asset Lifecycle Enhancement: Create an asset lifecycle program to provide risk‑managed and cost‑effective options to the client, operate a multi‑year investment program, and coordinate seamless implementation alongside engineering operations.
* Quality Assurance: Manage ongoing efforts to modify and create processes and procedures in service delivery, operational readiness, safety, compliance, and administration, reviewing and enhancing them regularly.
* Quality Control: Manage technical review and approval of critical procedures, monitor program compliance, conduct audits, and evaluate program effectiveness.
* Quality Improvement: Translate process observations into local improvements and coordinate with CBRE to ensure standardisation.
* Change Management: Run a standardised CBRE formal change control process, ensuring proper preparation, documentation, notifications, follow‑through, and exception handling for maintenance activities.
* Process Analysis and Design: Represent the site for analysis and design of all critical environments’ programs, drive continuous improvement of energy performance.
* Training: Provide training or coordinate training for all CBRE critical environments programmes for employees and outsourced staff.
* Reporting: Plan and run weekly and monthly meetings, communicate KPI analysis to monthly executive review, and drive operational improvements.
* Decision Making / Budgetary Control: Make operational decisions, support budget compliance, guide quotation and client approval processes, implement cost savings, and expand CBRE self‑delivery.
* Success Measures / Objectives: Deliver KPIs/SLAs, satisfy CBRE management and Customer Corporate Workplace Solutions team, and maintain a positive learning attitude.
