HR Consultant People Policy Governance | 9022 | Fixed Term Contract for two years | 37 hours per week | £43,822 to £48,227 per annum | County Hall, Norwich
We are looking for a Human Resources (HR) Consultant to join the People Policy Governance team to lead on the development and implementation of HR policy, activity and projects in support of the People Management Strategy and legislative requirements. This is one of two HR Consultant vacancies in the People Policy Governance team, which are being advertised separately. The other role will work across all areas - including policy, as well as reward and recognition.
This role will primarily be focused within the reward and recognition area/specialism, although will also be required to work across all areas of the People Policy Governance team.
Responsibilities
* Develop, manage and implement project plans in accordance with NCC governance and best practice standards while proactively identifying improvements/recommendations.
* Lead on the development and implementation of HR policy, activity and projects in support of the People Management Strategy and legislative requirements.
* Work primarily in the reward and recognition area, and across all areas of the People Policy Governance team.
* Model and cost high level changes, with an understanding of tax rules relating to pay and employment (including salary sacrifice schemes); practical application of Excel at intermediate to expert level.
* Develop, manage and implement project plans and proactively identify improvements/recommendations.
* Lead discussions and consultations with relevant Trade Unions; collaborate with HR colleagues and key stakeholders.
* Report to the HR Manager – People Policy Governance and oversee a small team of HR Advisors and/or Officers.
Qualifications
* Professionally qualified (Chartered Institute of Personnel and Development level 5 or above) or equivalent experience in a relevant field.
* Excellent communication skills; experience of policy development, project management, reward and recognition, and up-to-date employment law knowledge.
* Good understanding of the complexities and implications of different employment terms and conditions.
* Ability to work closely with HR colleagues and other key stakeholders; capable of leading discussions and consultations with relevant Trade Unions.
