Job Duties
Under the guidance of Associate Vice President of Human Resources and applicable governance policies of the Commonwealth of Virginia and Board of Supervisors of the Virginia State University, the Office of Human Resources, works to lead and ensure competitive and fair compensation pay practices for the University, to attract, develop and retain top talent at Virginia State University.
The HR Analyst is responsible for:
- HR Systems Administration
- Audit/Compliance
- Reporting
- Leave Administration
Minimum Qualifications
Considerable knowledge of Human Resources Policies, Procedures, and Regulations in regards to Human Capital Management, Human Resource Information Systems, Time and Labor Systems.
Considerable knowledge of the working principles and practices of Human Resources.
Working knowledge of Human Resources practices, systems, forms, and associated procedures along with an understanding of the workflow process of Human Resources general personnel transactions.
Knowledge of Federal and State laws regulating HR records retention policies and requirements.
Knowledge of the following processes: Onboarding, Benefit Administration, Employment, Leave Administration, and Personnel System Transactions including position management.
Intermediate skills in using Microsoft Office Suite to include Word, Excel, and Powerpoint.
Intermediate skills in using Adobe Creative Cloud to include Adobe Acrobat.
Intermediate skills in processing data via a HRIS systems (Cardinal HCM, Ellucian Banner, ServiceNow, and MyVRS Navigator, and PageUp).
Strong analytical and problem-solving skills.
Effective communication and interpersonal skills.
Strong time management and organizational skills
Strong data entry skills.
Demonstrated ability to: effectively plan, organize, and communicate across multiple mediums with diverse individuals and groups; follow and develop business processes, policies, and procedures, identify issues, and recommend workable solutions; analyze and resolve issues related to data transactions and data integrity across applicable systems; work independently and as a member of a team; use initiative to prioritize and complete assigned tasks.
Demonstrated ability to develop and implement Human Resources operational procedures and policies, record and organize human resources data, apply logical sequence to the analysis and resolution of an issue, and consult with employees and management on policy interpretation and compliance matters.
Demonstrated ability to: perform routine quantitative and narrative reporting; provide routine information services to customers; interpret policies; draft, write, and explain practices and procedures as well as instructions; conduct research to formulate recommendations and guidance.
Ability to analyze large sums of information/data and organize in an efficient manner and apply policy and procedure to respond to routine administrative matters on behalf HR leadership.
Ability to navigate a busy HR office.
Considerable office administrative or clerical experience.
Experience with the operations of the Commonwealth of Virginia and/or higher education environment.
Graduation from high school or GED equivalent and some college coursework, in the areas of business administration, education or related field or the equivalent in work experience required.
Additional Considerations
Experience with Ellucian Banner preferred.
Experience with MyVRS Nagivator preferred.
Familiarity with SQL or other query languages.
Possession of or active pursuit of a Data Analytics Certification (e.g., Coursera Data Analytics, CompTIA Data+, or similar).
PHR or Human Capital Management Certification is preferred.
