Interim Landlord & Tenant Surveyor – Property Services Job Ref: St Albans 5248636 Pay Rate: £180.72 per day PAYE Hours per week: 37 Monday – Friday, normal working hours Role Length: This opening assignment is for 3-4 months City: St Albans, Hertfordshire Basic DBS disclosure required for this role The purpose of this role is to manage a portfolio of commercial property cases that deliver a growth of net income from lease events, licence fees and rent reviews from leased and licenced properties across the Council’s commercial estate. Key Responsibilities:
* Support the Landlord & Tenant Manager in the implementation of cost-effective / efficient systems, policies and processes for the management and monitoring of lease events (such as rent reviews, lease renewals, licence to assign requests, change-of-use requests, agreed-surrenders-on-terms, new leases), billing, rent collection, customer satisfaction and service charge administration.
* Support the Landlord & Tenant Manager in budgeting, forecasting and delivery across multiple cost centres of service charges and/or rental income in the Council’s commercial estate.
* Support the Landlord & Tenant Manager, Buildings & Facilities team and Sustainability team on sustainability requirements and aims across the Council’s commercial portfolio.
* Deliver an assigned programme of cases that ensure high-priority rent reviews, lease renewals, break clauses, applications to assign, requests for change-of-use etc have been completed within appropriate timescales.
* Undertake the appropriate action to enforce lease and licence clauses and ensure any breaches are rectified in a timely manner for an assigned programme of cases.
* Ensure effective and efficient billing, service charge and rent collection (including arrears) have been completed within the expected timescales for an assigned programme of cases.
* Ensure all appropriate approvals from Council colleagues (and if applicable councillors) as set out in the Scheme of Delegation under the Council’s constitution have been achieved for lease events.
* Deliver exceptional customer service, including responding promptly to tenants, licensees, other customers and potential customers, colleagues and councillors enquiries.
* Ensure agreed services and advice has been delivered and manage performance of staff (if applicable) and contractors/consultants in accordance with the Council’s policies and best practice.
* Work flexibly to provide support and advice to Capital Project teams, the Buildings & Facilities Team (including on H&S matters), Sustainability team, the Insurance Officer, Finance team and across the Council to help deliver the Council’s priority projects including the proactive sharing of professional knowledge and best practice.
* Ensure the accurate capture and storage of data and documents related to the work of the Landlord & Tenant team, working in partnership with colleagues from asset/infrastructure management and Buildings & Facilities management.
