Responsible for the overall management and coordination of all roles and activities related to the DCO examination phase of the project. This includes ensuring that all examination activities are planned, coordinated, and delivered effectively and on time. This is very much a ‘hands on’ role, the Project Management office lead will provide support for each of the accountabilities below, but anticipation is that the DCO examination Project Manager.
You’ll be responsible for:
5. Overall management and coordination of all roles in the deadline submissions section.
6. Acting as the single point of contact for the planning inspectorate (PINS) during the examination.
7. Coordinating appropriate examination training and briefing sessions.
8. Maintaining, tracking, and monitoring the deadline workbook for all written questions, documents, responses to hearing actions, written representations, and further information.
9. Ensuring templates are populated for the allocation and review team with questions and responses to interested party questions.
10. Planning and scheduling review team sessions for allocation of responses and timely review of drafts.
11. Back check and review documents for any commitments or information for further deadlines.
12. Working with the document controller on document numbering and naming.
13. Ensuring the navigation document is updated and submitted for each deadline.
14. Ensuring all submission documents are received and submitted to PINS on time.
15. Monitoring the PINS website.
16. Creating and updating the draft programme based on the rule 6 and rule 8 letters.
17. Ensuring all review, approval and submission dates for each deadline is communicated to the team.
18. Producing a short consistency manual for use by the team during the examination.
19. Producing detailed covering letters for each deadline.
20. Reviewing Interested party deadline submissions for necessary team responses.
21. Arranging and chair ART meetings.
22. Updating and communicating the ART feedback log.
23. Ensuring quality and consistency in documents submitted to PINS.
24. Coordinating the production of single responses to written representations.
25. Ensuring team responses are coordinated using provided templates.
You’ll need to have:
26. Experience of DCO examinations hearings and preferable past experience in the planning and delivery of these.
27. Experience of dealing with stakeholders at all levels.
28. Understanding of the infrastructure planning (examination procedure) rules 2010
29. Skilled knowledge of all key office 365 products i.e. MS Teams, MS Office, MS Excel and MS SharePoint.
30. Excellent influencing and negotiating skills.
31. Excellent communication skills.
32. Track record of developing working relationships quickly and effectively.
33. Project Management Experience.
34. Accomplished understanding and experience of the planning act 2008 and infrastructure planning regulations.
35. Relevant university degree (e.g. construction, engineering) or equivalent. (or equivalent)
36. Up to 5 yrs experience (or equivalent) supporting the delivery of a stakeholder and communications services within the construction sector and/or management consultancy.
37. Progress towards achievement of chartered status (or equivalent) and/or membership of professional a relevant professional institution e.g. Association of Project Managers.
You’ll also have:
38. Practical knowledge/application and understanding of the opportunities related to stakeholder and communications service. Basic knowledge of tools, techniques and software (e.g. MS Excel).
39. Experience of working client side as well as consultancy. Desirable creating and delivering persuasive and engaging presentations to wide range of audiences in our industry.
