Job summary
The Department for Levelling Up, Housing and Communities supports communities across the UK to thrive, making them great places to live and work. Most people in the UK want to own their home. However, the rate of home ownership for younger generations has fallen over the last two decades as house prices and interest rates continue to rise, making home ownership affordability even further out of reach. Therefore, we are looking for a Senior Executive Officer (SEO) to aid in the development of the Government's home ownership strategy and support the delivery of crucial home ownership programmes.
This is an exciting time to join the team as the Government has committed to increase the number of First Time Buyers, but recent market conditions make that challenging making this a priority policy area. Due to this being a fast-paced, complex and highly political area, successful candidates will be comfortable communicating complex policies and leading strategic projects, as well as working collaboratively as part of a team.

Job description
This role will sit within DLUHC's Home Ownership Division, which looks across the entirety of the Government's strategy to increase home ownership and support first-time buyers. As a policy advisor, you will be responsible for bringing together ideas and evidence to support the delivery of priority policies relating to home ownership, working with many different teams within DLUHC and across Whitehall.
You will be comfortable working with a range of evidence and with analytical colleagues to assess the latest data on home ownership and build an understanding of the different drivers which affect home ownership such as housing supplies, mortgage availability. You will also be able to develop expertise in different government schemes that support first time buyers, whilst also being able to work both flexibly and reactively, picking up new issues as they emerge and responding to changing priorities.

The post holder will:
1. Hold strong strategic thinking skills, with an ability to understand how your work aligns with wider government objectives.
2. Be a highly organised individual who can stay on top of a number of fast moving workstreams.
3. Have excellent decision-making skills and judgement, comfortable synthesising complex issues effectively and at pace.
4. Hold good stakeholder management skills and the ability to create and maintain effective working relationships across organisational boundaries.
5. Have strong communication skills, including the ability to draft written documents to a high standard when working at pace.
6. Be able to lead a complex programme of work in an ambiguous and fast-moving context.
