Strategic Design and Transition Programme - Strategy Policy Lead
We are looking for an experienced Strategy and Policy Specialist to lead work in the Strategic Design and Transition Programme, addressing the recommendations from the Independent Water Commission’s report and shaping the future structure of the Environment Agency.
Responsibilities
* Lead high‑quality, evidence‑based advice supporting future thinking in line with the IWC recommendations, particularly the proposal for a single water regulator.
* Engage with colleagues across Government, regulators and within the EA to bring others along as we develop our thinking.
* Support efforts to improve water regulation in advance of any future legislative change.
* Coordinate EA views and advice to support Government Departments shaping future policy.
* Embrace constructive challenge and diverse thinking while keeping pace in a fast‑moving environment.
* Assume a flexible approach to assist other projects and workstreams within the programme as needed.
* Actively contribute to creating a high‑performing, agile team capable of thriving in high demand and ambiguity.
Experience and Skills Required
* Knowledge of environmental management and/or the water sector, its regulation and the EA’s role.
* Experience of developing central government policy, working with specialists such as economists and scientists.
* Strategic thinking and acting ability.
* Excellent communication and engagement skills, translating complex or ambiguous issues into simple, targeted advice often at short notice.
* Experience of working across boundaries and influencing at all levels.

Location: EA Office base – national role, flexible working location. Some travel and occasional overnight stays may be required.
