We are also not-for-profit. Any money generated goes back into the organisation to support our clients and help vulnerable people pay for essential works that they couldn't afford themselves.
The impact of poor housing on health and well-being is well documented. It results in significant medical need, particularly for older people and is a contributory factor to a number of health conditions. The costs to the NHS are also very significant particularly around cold and damp homes and risks of falling. Falls are the largest cause of emergency hospital admissions for older people and are a major precipitant of people moving to long term nursing or residential care.

We provide home improvement services and products to increase independence, comfort, and mobility in the home. We support everyone aged over 60, as well as people of all ages who have a disability, are on a low income or coming out of hospital.
Our support includes specialist advice on home adaptations and accessible bathrooms. We also provide home improvement and repair services in the Bristol, Bath and Northeast Somerset, North Somerset, Gloucestershire, and South Gloucestershire areas. We provide help for individuals that are leaving hospital and completing minor repairs such as fixing a leaking tap.
About the role
We are commissioned by Bristol City Council and BANES Local Authority to deliver a Home Improvement Agency service to older, disabled, vulnerable, self- funding and low-income people in Bristol and B&NES. To deliver upon the quality and volume requirements in this contract we are looking to appoint a Project Manager with a surveying background and HNC/HND qualifications in Building and Construction, or equivalent.
We only work on individual, (primarily homeowners) domestic residential projects and the works we help facilitate rarely exceed £100k in value. We need someone who can survey a site, diagnose disrepair, specify works for third party contractors and who knows the planning system well enough to get applications unsupervised through planning permission stages and to achieve building regulations approval. Typical works include project management of a broad range of repair works and adaptations, for self-funding and grant/loan funded customers.
In the role you will consult with and support our older, vulnerable, and disabled customers regarding repairs and improvements to their homes and prepare schedules of work and specifications as required, taking into account their individual resources, needs and wishes. Good judgement, a can-do approach, and an empathetic manner with vulnerable clients is as important as the surveying skills you will bring.
You will receive support, coaching and training to help you succeed as a member of the WECHI team and you will coach and support others to help them enjoy their roles and make WECHI successful.
Key Functions
* To survey domestic properties and identify repairs, maintenance, and adaptation requirements in the homes of older, vulnerable, and disabled customers and advise upon appropriate remedial work and likely costs.
* To consult with customers and other parties regarding repairs, improvements and adaptations to their homes and prepare schedules of work and specifications, as required, taking into account their individual resources, needs and wishes and financial, legal, environmental/sustainability, building regulation and restoration matters.
* To obtain quotations for work, evaluate these quotations and advise the customer so that they may choose appropriate solutions to their needs.
* To monitor the work of contractors through to final completion, ensure that work is carried out to a high standard and that any defects are rectified to the customers satisfaction.
* To liaise with Local Authority surveyors, building inspectors, independent surveyors, builders, tradespeople and establish good working relationships.
* To act as the project and contracts manager planning and overseeing building work using the appropriate form of building contract.
* To give professional advice on factors affecting existing buildings such as building defects, alterations, renovations, and extensions, as well as on the design and construction.
* Working alongside local planning bodies, clients, construction workers and other professionals to ensure projects meet the relevant safety, sustainability, and preservation standards.
* To ensure that H&S requirements under CDM are complied with.
Please note that due to the vulnerable nature of the people we work with, this role requires anenhanced DBS check.
Person Specification
* HND / HNC in construction or equivalent.
* Experience of successfully delivering domestic residential projects requiring, building regulation, planning and other permissions and in accordance with CDM requirements.
* Skilled in diagnosis of building defects, preparation of schedules of remedial work and project management to completion.
* A commitment to and passion for the purpose and values of We Care Home Improvements. Excellent Interpersonal and communication skills, both written and oral.
* Excellent project and time management skills.
* Analytically minded, with strong problem-solving skills.
* Commercially astute.
* A team player with a caring approach and a commitment to supporting continuous improvement.
* A full driving licence and ability to travel across our region.
* Experience in overseeing works that were completed by external contractors for disabled and vulnerable homeowners.
* An experienced Surveyor or Technical Officer.
* Experience in Decent Homes Standards and the Housing Health and Safety Rating System (HHSRS).
* Qualification and advanced training in Health and Safety legislation.
* Knowledge/qualifications in low carbon energy efficiency measures including EPC/retrofit qualifications.
* Experience of Disabled Facilities Grant works and/or experience of working on disabled adaptations in domestic properties.
* Experience of working with listed buildings and the completion of heritage statements to support consent applications.
