Duties
To work with the private sector housing manager in line with statutory requirements, council policies and procedures to ensure the effective performance of Private Sector Housing functions.
This will include both proactive and reactive inspections of homes that do not meet the Decent Home standards and Houses in Multiple Occupancy (HMOs).
The post holder will be responsible for guiding staff and making decisions on how to proceed with enforcement cases, using professional judgement to reach a justifiable and robust decision subject to internal authorisation processes.
One of the post holder will oversee the grant applications process and manage the Disabled Facilities Grant budget, ensuring contractors are working to a high standard and delivering value for money.
Responsible under the direction of the private sector manager for the day-to-day management of the issuing of HMO Licences and investigation of HMO Management Breaches to a successful outcome.
Responsible under the direction of the private sector manager for the day-to-day management of mandatory Disabled Facilities Grants and discretionary grants. This includes making decisions on and approving Disabled Facility Grants up to £30,000 and discretionary grants up to £5,000 subject to the financial and governance processes.
Fully investigate complaints in relation to housing conditions, overcrowding and homes that do not meet the Decent Homes Standards, or are otherwise in disrepair.
To undertake inspections and make reports as required with regard to immigration housing requests, and medical re-housing requests.
Person Specification
* Housing Health and Safety Rating System (HHSRS)
* Strong understanding of the regulatory framework, guidance and good practice in relation to the relevant health and safety and housing standards.
* Knowledge of current and emerging private sector housing related legislation and technical aspects of enforcement.
* Knowledge of undertaking effective inspections
* To be able to make timely and risk-based decisions in respect of any enforcement activities, including application of public interest test, in accordance with the internal authorisation processes
* Full UK drivers license
