We are looking for an experienced, adaptable individual to join our Strategy Transformation and Improvement team, to develop and lead our Transformation Management Office. The successful candidate will develop the function that is able to; support the review and refresh our federation strategy and monitor and evaluate the progress and impact of the strategy, transformation and improvement portfolio.

Main duties of the job
Support the review and refresh our federation strategy
* Defining and quantifying strategy success measures.
* Building the strategy roadmap that identifies the major projects that will underpin delivery.
* Ensuring enabling plans are aligned to the road map and come together as a coherent plan.
Monitor and evaluate the progress and impact of the strategy, transformation and improvement portfolio
* Supporting work programmes to define outcome and benefits metrics, modelling the expected impact and developing the monitoring framework.
* Tracking and reporting on progress and impact of all programmes withing the Transformation and Improvement portfolio.

KEY RELATIONSHIPS
Strategy, Transformation and Improvement Team, Federation and System Managers and Clinicians, Workstream Leads and Executive PA’s.
HOURS OF WORK
This is a full-time secondment / fixed term opportunity, although requests for flexible working will be considered.
FREEDOM TO ACT
Represent the Transformation and Improvement Team at identified Committees and Forums, providing professional/ technical/ management input.
Interpret national policy and guidance and translate into local actions for the programmes.
The post holder will be accountable for their own actions, working autonomously.
The post holder will need a good level of initiative and the ability to be proactive to ensure programme and project goals are met.
The post holder will need to be well organised in order to keep on top of a dynamic environment.
MAIN DUTIES AND RESPONSIBILITIES
MANAGERIAL
Support the development of our Transformation Management Office (TMO) into an efficient and effective function, able to support the Federation make informed decisions, ensure resources and attention are focussed on the right initiatives and provide confidence that programmes are driving the intended outcomes
Provide day to day management of the TMO, providing subject matter expertise and line management of the team working within the TMO.
Embed a rigorous and disciplined approach to the way we define delivery and impact milestones, track and report within projects, programmes and portfolios.
Support work programmes to define outcome and benefits metrics, modelling the expected impact and developing the monitoring framework
Support programmes in the development of strategic outline cases and business cases, ensuring they meet the required gateway tests at each stage.
Manage outcomes, benefits, delivery tracking and reporting systems that facilitate the celebration of success and escalation of issues to the correct level
Ensure planning, tracking, monitoring and reporting are in line with the agreed processes and manage the gateway approval process to ensure oversight and control of all projects within the strategy, transformation and improvement portfolio
Work with trust and system analytics teams to ensure that data is built into the transformation programme dashboard, provide support and direction to the analytics teams to ensure that transformation outcomes, baselines and reporting mechanisms are in place to support programme tracking and delivery.
Identify key risks, interdependencies, overlaps and unintended conflicts between programmes and projects within the portfolio and establish processes that mitigate the risk of silo working between projects and programmes
PLANNING AND ORGANISING
Support the review and refresh our federation strategy, defining and quantifying strategy success measures
Support the development of the strategy roadmap to identify the major projects that will underpin delivery, ensuring enabling plans are aligned to the road map and come together as a coherent plan
Manage the governance process and pathways to ensure decision makers have the right information and advice to inform effective, timely, decisions.
Lead the governance on assurance processes for the transformation work providing reports for Programme, Executive and Board Committees as required
Support the prioritisation, reprioritisation and reprioritisation of transformation and improvement workloads and resource allocation within the available resources bringing innovative solutions to increase productivity and effectiveness.
COMMUNICATIONS AND PARTNERSHIP WORKING
Support the development of matrix working with cross directorate / cross organisational teams creating a culture of open and honest working that supports escalation and resolution of risks, issues and encourages shared learning.
Actively seek and develop positive working relationships within the Strategy, Transformation and Improvement team
RESEARCH, DEVELOPMENT AND AUDIT
Take responsibility for own learning and development including identifying any areas of learning that might add to the knowledge base of the wider team.
Undertake and / or advice on the requirements for, research and horizon scanning to support strategy development and change programmes.
Analyse research and audit data to provide evidence for strategy development and change projects and programmes.
Maintain risk registers and issue logs and ensure link back to the Trusts strategic risk registers and Board Assurance Framework.
FINANCE
Monitor and report on budgets associated with the management of the strategy, transformation and improvement programmes and ensure that they operate in recurrent financial balance year on year.
Drive the strategy, transformation and improvement work to ensure financial benefits are realised that contribute to Trusts best quality, best value approaches.
Act in a way that is compliant withstanding Orders and Standing Financial Instructions in the discharge of this responsibility.
POLICY & SERVICE DELELOPMENT
Identify areas for improvement in project management methodologies, tools, templates and documentation used by the Transformation and Improvement Team
Contribute to the development of tools, templates, documentation methodologies and approaches used by the Transformation and Improvement Teams.
ANALYSIS AND DATA MANAGEMENT
Able to identify data requirements, define analysis requirements, design data gathering and desired outputs.
Assess the robustness of data and ensure data analysis for projects and programmes is sufficient and will pass scrutiny.
Able to perform complex analysis on data relevant to projects and programmes, including presenting data in a variety of formats.
Responsible for tracking data, including risks and issues, to quickly resolve failures to meet project requirements and act accordingly to inform team members as appropriate.

Education, Qualifications & Training
Essential criteria
* Degree level or equivalent level of relevant experience in a Programme / Project Manager type roles to demonstrate post specific knowledge.
* Project and programme management qualifications or equivalent experience
* Significant experience producing reports and papers for a range of audiences.
* MS office suite to intermediate / advanced level including word, excel and PowerPoint
Knowledge and experience
Essential criteria
* Significant experience of planning, monitoring and evaluating the delivery of large-scale transformation or improvement programmes.
* Experience using data to assess the effectiveness of interventions, identifying areas for improvement, and drawing meaningful insights.
* Experienced in preparing reports that clearly communicate progress and impact results to stakeholders, including senior management and other relevant parties.
* Good knowledge and understanding of programme impact and evaluation, and opportunity prioritisation, with the ability to alter plans to fit with a rapidly changing environment.
* Experience of supporting stakeholder and service users engagement in the co-development of success measures.
* Knowledge and skills in researching best practice ad opportunity assessment and identifying opportunities.
* Proven skills in staff management and development, building effective relationships and networking.
* Understanding of the management of change and what is required to support cultural change.
