About The Role
This role is not a traditional PMO leadership position.
It is a critical transformation role responsible for:
* Moving the organisation from inconsistent delivery → predictable, scalable performance
* Embedding governance, discipline, and commercial rigour
* Enabling the business to deliver customer outcomes at pace and margin
Role Purpose
To build, lead and continuously develop a high-performing Project Management Office (PMO) that delivers predictable, high-quality, commercially disciplined programme execution across the organisation.
The Head of PMO will establish and enforce best-in-class governance, assurance, and delivery frameworks, driving improvements in On-Time Delivery (OTD), Right First Time (RFT), margin performance, and customer satisfaction.
This role is critical in transforming delivery capability into a scalable, repeatable and value-driven function aligned to strategic business objectives.
Key Accountabilities
1. PMO Strategy & Leadership
* Define and implement the PMO strategy, operating model, and roadmap
* Establish a centre of excellence for project, programme, and portfolio management
* Build and lead a high-performing PMO team (analysts, governance leads, planners)
* Embed a culture of accountability, delivery excellence, and continuous improvement
2. Delivery Governance & Assurance
* Design and enforce end-to-end delivery governance frameworks
* Implement stage gates, QA controls, and assurance processes
* Ensure consistent application of delivery methodology across all programmes
* Drive compliance with contractual, operational, and quality standards
3. Performance & Execution Excellence
* Own and drive improvements in:
o On-Time Delivery (OTD)
o Right First Time (RFT)
o Installation and delivery quality
* Establish robust delivery performance metrics and reporting
* Provide early identification and mitigation of delivery risks and issues
4. Commercial & Financial Discipline
* Embed strong linkage between delivery performance and commercial outcomes
* Drive improvements in:
o Margin performance
o Cost control and rework reduction
o Resource utilisation and efficiency
* Provide transparent reporting on portfolio health and financial performance
5. Portfolio & Demand Management
* Implement portfolio governance and prioritisation frameworks
* Align delivery capacity with strategic priorities and customer commitments
* Enable data-driven decision-making on:
o Investment prioritisation
o Resource allocation
o Risk trade-offs
6. Stakeholder Management & Influence
* Act as a trusted advisor to executive leadership
* Provide clear, concise insight into:
o Delivery performance
o Risks and mitigations
o Strategic delivery confidence
* Challenge constructively across:
o Sales (scope and commitments)
o Delivery teams (execution discipline)
o Leadership (prioritisation and trade-offs)
7. Capability & Continuous Improvement
* Develop and implement a PM capability framework (skills, standards, training)
* Drive adoption of best practice methodologies and tools
* Lead continuous improvement initiatives focused on:
o Efficiency
o Standardisation
o Quality and customer outcomes
Key Deliverables (First 12 Months)
* Defined and implemented PMO operating model and governance framework
* Measurable improvement in:
o OTD performance
o RFT / quality metrics
* Established consistent reporting dashboards for executive visibility
* Introduced robust QA and stage gate controls
* Clear linkage between delivery performance and margin outcomes
* Strengthened PM capability and consistency across programmes
About You
* Proven experience building or transforming a PMO function within a complex organisation
* Demonstrable track record of improving:
o Delivery performance
o Governance standards
o Operational and/or commercial outcomes
* Experience managing:
o Multi-project / programme portfolios
o Customer-facing delivery environmentsCross-functional stakeholders
* Professional certifications:
o PRINCE2 Practitioner / PMP / APM PMQ (or equivalent)
o MSP or equivalent programme management certification
o P3O or PMO-specific certification (desirable but strongly preferred)
Desirable
* Experience in telecoms, infrastructure, or engineering-led delivery environments
* Portfolio management expertise (e.g. MoP, PfMP)
* Risk and governance frameworks (e.g. M_o_R)
* Agile / hybrid delivery certification (e.g. PRINCE2 Agile, PMI-ACP)
