Accounts Assistant
Work closely with the Accountant and Finance Business Partner to oversee CCR’s financial accounting, reporting and internal control environment, ensuring all inputs to the General Ledger via its feeder systems are accurate, timely, and robust.
Principal Duties and Responsibilities
* Assist the accountant in the preparation of revenue budget estimates, monthly and quarterly closure of accounts and compliance with relevant codes of practice for the council and relevant joint committees.
* Assist the accountant in monitoring and financing of expenditure, including preparation and agreement of grant claims and completion of statistical returns as required.
* Oversee the Income Scheduler, ensuring periodic income billing is completed on time, tracking receipt of income payments, and assisting in the running of the dunning process to maximise cash flow.
* Lead all aspects of CCR’s Procure‑to‑Process, from review and action of purchase requisitions and PO generation to goods receipt and invoice receipt, ensuring overall accuracy and completeness of the purchase ledger for internal management accounts.
* Maintain the integrity, accuracy and timeliness of all general ledger transactions processed via CIVICA to specific projects and programmes, providing all relevant supporting documentation for auditing.
* Manage and maintain CCR’s banking arrangements, including bank reconciliations and related support functions such as cash‑flow forecasting.
* Reconcile VAT Control Accounts and prepare monthly VAT returns in line with agreed processes and deadlines.
* Contribute to improving CCR’s financial processes, documenting and enhancing the use of financial systems so that all entries are appropriate, accurate and completed on time.
* Be an effective, proactive and committed member of the Finance Team.

Education and Training
* AAT Level 2 / Level 2 NVQ in accounting (or equivalent) and evidence of continuous professional development.
* Ability to communicate in Welsh, or a commitment to learn.
Experience and Knowledge
* Basic experience and understanding of accounting functions and their interactions.
