Role Description:

We are seeking a Procurement Lead (Owner Representative) to lead and manage procurement strategy and execution across data centre projects on behalf of the Client.

Based in Dublin, this role will provide strategic oversight of consultant, contractor, and supplier procurement processes, ensuring robust governance, competitive tension, contractual clarity, and alignment with project delivery objectives. The role will require periodic travel to project sites to support key procurement milestones, negotiations, and supplier engagement.

The Procurement Lead will work closely with the Commercial Lead, Project Director, and technical Owner Representatives to ensure that procurement decisions support cost certainty, programme integrity, and long-term operational performance.

The Opportunity

This is a strategic role within a growing portfolio of mission-critical infrastructure projects. The Procurement Lead will shape procurement strategy across multiple workstreams, influence key commercial decisions, and establish consistent procurement governance standards across projects.

The role offers exposure to high-value, technically complex data centre programmes, requiring both strong commercial acumen and structured procurement leadership.

Responsibilities

Listed below is the responsibilities of the role.

1. Scope & Delivery Management

* Develop and implement procurement strategies aligned with Client objectives for cost, programme, risk allocation, and market engagement.
* Lead end-to-end procurement processes for consultants, contractors, and specialist vendors, from market engagement through contract award.
* Oversee preparation of procurement documentation, including PQQs, RFPs, tender packages, evaluation criteria, and contract documentation.
* Ensure procurement activities are aligned with project schedules and delivery milestones.
* Coordinate evaluation processes, ensuring technical, commercial, and programme considerations are appropriately assessed.
* Support negotiation of commercial terms, risk allocation, and contract structures to protect the Client’s interests.
* Ensure procurement processes comply with agreed governance procedures and internal approval frameworks.

2. Stakeholder Coordination

* Act as the primary procurement interface between the Client, commercial teams, technical teams, and external bidders.
* Work closely with the Commercial Lead and Lead Owner Representative to align procurement strategy with overall project delivery strategy.
* Coordinate with technical Owner Representatives (CSA, MEP) to ensure scopes are clearly defined and risk is appropriately allocated.
* Facilitate tender clarification meetings, negotiation sessions, and bidder engagement workshops.
* Provide structured updates to senior stakeholders on procurement progress, risks, and market conditions.

3. Risk & Compliance Management

* Identify and manage procurement-related risks, including market capacity constraints, supply chain volatility, and contractual exposure.
* Ensure contractual risk allocation is clearly defined and commercially balanced.
* Conduct due diligence on suppliers and contractors, including financial stability and capability assessments.
* Ensure procurement activities adhere to Client governance, compliance standards, and internal approval processes.
* Support mitigation strategies for supply chain risks, long-lead items, and price volatility.

4. Reporting & Documentation

* Maintain structured procurement logs, tender registers, and evaluation records.
* Produce clear and concise procurement recommendation reports for Client approval.
* Provide regular reporting on procurement timelines, commercial comparisons, and key contractual terms.
* Ensure full audit trail and documentation of procurement decisions and approvals.
* Support commercial reporting by providing procurement cost data and market benchmarking analysis.

5. Collaboration & Integration

* Work collaboratively with Commercial, Project Management, and Schedule teams to ensure procurement decisions align with cost plans and programme requirements.
* Support early market engagement strategies to improve certainty on long-lead equipment and specialist packages.
* Provide procurement input into value engineering and cost optimisation initiatives.
* Promote continuous improvement in procurement processes across the project portfolio.
* Mentor junior team members involved in procurement activities where required.

Qualifications

* Degree in Quantity Surveying, Procurement, Supply Chain Management, Construction Management, or a related discipline.
* Professional accreditation (e.g. RICS, CIPS, or equivalent) desirable.
* Significant experience in procurement leadership within large-scale construction or infrastructure projects, ideally data centres or mission-critical environments.
