Context: You will be a member of the Aerospace team within the Mobility section of the Net Zero directorate at Innovate UK. Your primary responsibility will be delivering activities under the Aerospace Technology Institute (ATI) programme on behalf of the Department for Business and Trade The ATI Programme addresses large-scale technology and capability challenges in civil aerospace and supports industry led research and technology development in the UK to maintain and grow the UK’s competitive position in civil aerospace, while reducing global emissions. Since 2013 the joint funded industry/government ATI Programme has invested £3.64bn in 438 research and technology development projects. The programme is coordinated and managed in partnership by the Department for Business and Trade (DBT), the Aerospace Technology Institute (ATI) and Innovate UK. All three organisations work in close collaboration to deliver a coherent portfolio of projects to meet the objectives and priorities of the UK Aerospace Technology Strategy. Job Purpose: The Programme Manager will be a member of the Aerospace team within the Mobility section of the Net Zero directorate at Innovate UK. They will be responsible for leading, managing and delivering a complex portfolio of projects within the ATI Programme. They will work closely with other Programme & Project managers both within the ATI Programme partners and externally with businesses engaged in the portfolio project activities to ensure interfaces and dependencies between all are managed effectively. Key Responsibilities and Accountabilities: Programme Manager exercises control and judgement over their assigned portfolio and have delegated freedom to operate the portfolio within delegated limits – an assigned portfolio may be in the value range of £100-400m. Management of the portfolio throughout the full lifecycle from project inception to project completion, including periodic monitoring, review and resolving issues as and when they arise. Projects in the portfolio are up to £20m value (per undertaking) and complex both technically and in-terms of the number of collaborating partner interactions. Build and maintain strong relationships with ATI Programme partners, internal and external project teams and with senior representatives from businesses in the portfolio. Generation of accurate, relevant and timely portfolio/project reports to enable progress to be tracked, including the provision of concise commentaries of complex projects working closely with other ATI Programme partners. Leading review of own portfolio financial forecasts to analyse performance. Work with ATI & DBT partners to collate position for overall programme. Managing the portfolio budget and spend profile, gaining sign off from Finance and Programme Board as required. Maintain demonstrable control over portfolio position ensuring the programme delivers to appropriate time, cost and quality, escalating issues where needed. Represent Innovate UK / ATI Programme as required at high-profile events and regular project meetings with senior representatives from portfolio businesses. Oversee the reporting of evaluation and benefits realisation for the project portfolios. Work collaboratively across Innovate UK teams and ATI Programme partners to inform and influence programme delivery. Delivery of ad-hoc portfolio/programme work as directed by senior management. You will be highly flexible, capable of identifying the right approach to the challenge in hand and translating that approach into effective delivery. Able to develop and maintain effective working relationships with senior people across the breath of the UK economy; academia, industry and Government Experience & Qualifications: Essential – Degree in a relevant science, engineering or related discipline or relevant equivalent experience (S) Domain/sector-specific experience relevant to one or more of the areas of the Aerospace Strategy (S&I) Considerable experience of managing programmes and complex projects delivering a broad range of benefits, across the Public and Private sectors. (S&I) Strong experience of achieving results through influencing skills rather than direct control. (I) A clear-track record of working within the constraints of time, cost and quality (S&I) Demonstrable experience of managing change within an organization. (I) Experience of working within a high-performance team across multiple locations to deliver exceptional results (S&I) Desirable – Experience of working with aerostructures or aerospace gas turbine technologies (S&I) Preferably professional membership of appropriate bodies and/or additional business qualifications. Higher degree in a relevant science, engineering or related discipline (S) Experience of managing large programmes involving resource and capital development/complex contract agreements (S&I) Experience delivering business critical changes into active environments (I) Experience tracking impacts and managing a portfolio of activities or investment (I) Understanding of structure of government and key UKRI partner organisations as well as its constituent agencies and brands, as well as the Devolved Administrations (I) Skills: Excellent written and verbal communication skills and stakeholder management skills, delivered consistently. (S&I) Excellent planning and delivery across concurrent work streams. (I) Self-awareness and good personal resilience as well as a high level of professionalism, discretion and tact. (I) A willingness to challenge preconceptions and offer well-reasoned and considered judgements to all levels of stakeholders. (I) Excellent presentation skills - ability to hold an audience. (I) Strong strategic thinking skills in addition to the ability to deliver operationally. (I) A Self-starter, capable of working unsupervised and on own initiative with the ability to prioritise. workload and multitask, but equally able to take instruction and deliver results against a brief and to tight deadlines, either on own or as part of team. (I) Ability to identify and summarise key points from complex discussions and meetings and documents. (I) High level of IT literacy including managing data, maintaining audit trials and data integrity. (I) A robust and flexible approach with the ability to thrive in an agile/changing environment. (I) Developed negotiating skills. (I) Competencies: All team members demonstrate compatibility with and capability against our Core Competencies such as: Thinking and Problem Solving – Stakeholder management – Communication skills – Influencing – Self-awareness/self-management – Strategic awareness – Working with others– Project management Some of the above competencies will be assessed at interview stage, in addition to the criteria’s listed in the person specification. Travel Requirements: Field-based: There will a requirement to travel, mostly national, and there is some flexibility in this.
