Technical Manager – Marine Services

About the Role
The role involves leading the regional technical team and providing expert guidance to ensure safe, compliant and efficient management of the local fleet under the Provision of Marine Services Contract.
Main Accountabilities
* Develop and monitor business plans, financial plans and targets; submit accurate and timely reports.
* Recognise Contract Managers as internal customers in support of Contract performance deliverables.
* Maintain technical compliance with Flag, Class and regulatory requirements.
* Drive operational efficiency, continuous improvement initiatives and engineering best practice across the contract.
* Identify, develop and implement strategy to manage technical risks, taking into account latest regulatory requirements.
* Manage risk to ensure refits/maintenance schedules minimise operational impact.
* Support the development and implementation of plans aligned with the Contract’s Technical objectives.
Operational Excellence
* Represent the business to customers and stakeholders; participate in local LPT customer meetings.
* Manage technical aspects of vessel operations, ensuring alignment with Company IMS and ISM standards, including document control and record keeping.
* Monitor compliance with and utilisation of company maintenance and purchasing systems.
* Keep Contract and Operations Managers and DPA apprised of matters affecting safety or operational delivery.
* Advise Marine Superintendent / HSEQ Advisor on technical operating procedures for the SMS.
* Lead technical investigations as required.
* Collaborate with Contract Managers to design and implement change strategies aimed at cost savings and efficiencies.
* Provide support to the Technical Superintendency function as necessary.
* Support the Shipboard Emergency Response team.
People and Organisation
* Line‑manage technical specialists, ensuring staff understand and deliver the contract in line with business strategy.
* Promote a safety culture and continuous improvement.
* Manage performance to foster a supportive team culture.
* Recruit, retain, train and develop all staff within technical teams.
* Ensure safety, health and safety compliance with MCA, Class, ISM & ISPS codes and all legal requirements.
* Build and maintain relationships with Regulatory Authorities.
* Promote good working relationships with all employee representatives.
* Exemplify Serco’s Code of Conduct and promote ethical behaviours.
Growth and Financials
* Support Head of Service Delivery in budgeting and financial forecasts.
* Implement effective management and financial control of delegated technical expenditure while ensuring service levels are delivered safely and in compliance with the contract.
* Report on financial budgets, forecasting variances and planning mitigations.
* Seek best value for expenditure at all times.
* Identify and exploit opportunities for efficiencies without detriment to safety or service levels.
* Ensure all expenditure is compliant with Serco’s governance policies.
* Provide technical support to organic growth initiatives, working with the port CM to support growth aspirations.
* Build and maintain relationships with key suppliers and contractors and provide supplier performance feedback.
* Act as Portsmouth marine business point of contact for Serco Procurement to advise and recommend optimum suppliers.
Requirements
* Security clearance achievable.
* Class I Certificate of Competency or Engineering degree.
* Experience leading and managing a team.
* Relevant shore‑based technical experience (technical management, port and vessel operations, maintenance, Flag and Class requirements).
* Developed Engineering professional with knowledge of marine industry processes.
* Project and programme management expertise.
* Experience in Technical Ship Management environments.
* Budget management experience.
* ISM requirements knowledge.
* ISO 9001 and ISO 14000 knowledge.
* Experience with Computerised Planned Maintenance Systems (preferably AMOS).
* Computer and MS Office proficiency.
* UK driving licence.
* Willingness to travel to other Serco contracts.
* Willingness to undertake on‑call duty manager responsibilities (one week in five).
