Job Title: Capital Delivery Manager
Location: Brentwood/Rochford, Essex.
Working Structure: Predominately On-site
Length: 6 Months with possible extension
Rate: £420 per day
MAIN PURPOSE
* To prepare feasibility studies and business cases in respect of capital projects.
* To commission, procure and manage capital and revenue small construction and maintenance works projects on behalf of both Council’s, in accordance with the specification and project programme.
* To positively contribute to the end-to-end process of delivering capital projects..
* Work in conjunction with appointed contractors to ensure works are delivered on time and in accordance with project outcomes.
* Provide the day-to-day liaison and reporting between the Council’s and appointed contractors with regards on-site delivery / activity, health and safety requirements and positive project outcomes.
* Manage budgets and provide financial reporting associated with major projects, as that relate to both Brentwood Borough Council and Rochford District Council (combined c£5m-£10m)
MAIN RESPONSIBILITES
* Project Planning and Feasibility: Prepare feasibility studies, business cases, specifications, and project briefs for major and minor capital works, ensuring alignment with technical and regulatory requirements.
* Procurement and Contract Management: Lead procurement processes, including drafting tenders and appointing contractors, consultants, and professional services while ensuring appropriate contract documentation and compliance.
* Project Delivery Oversight: Manage on-site works, monitor progress and contractor performance, oversee staged payments, and ensure health and safety compliance throughout project delivery.
* Stakeholder Engagement and Communication: Liaise with internal teams, external stakeholders, and regulatory bodies (e.g. Planning, Building Control), and provide regular updates and briefings to officers and elected members.
* Sustainability and Risk Management: Incorporate environmental sustainability into project specifications, conduct and review risk assessments and method statements, and ensure alignment with climate and net-zero goals.
* Monitoring, Handover, and Continuous Improvement: Oversee project handovers, conduct post-project reviews, maintain accurate records, and lead quality assurance and continuous improvement efforts.
