We offer an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation within the Environment & Business directorate. The Regulatory Services Programme delivers digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and ensure delivery aligns with the business case, delivering value for money.
We seek someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Responsibilities include:
* Understanding the financial and economic aspects underpinning the programme’s business case and bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams.
* Managing stakeholder queries and providing regular financial reporting across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy, shaping digital service delivery to transform environmental regulation. You will work with multidisciplinary teams, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Preferred but not essential:
* Experience in fast-paced, dynamic programmes
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial information
* Understanding of financial, business planning, and budgeting processes (charge funding, CDEL, RDEL)
* Experience with purchase orders, business cases, and approval routes within EA and Defra
* Experience in digital programmes and governance around spend control
* Ability to lead, engage stakeholders, and drive innovation
