ROLE OVERVIEW AND PURPOSE
The Recruitment Vendor & Program Lead will play a key role in shaping how ABM UKI attracts, engages, and manages external talent. This role will lead the evolution of agency recruitment and contingent labour delivery, ensuring the business has access to high-quality talent through an effective, scalable and well-governed supply model.
The role is accountable for implementing and optimising the MSP, while enhancing recruitment processes, improving candidate and hiring manager experience and embedding consistent ways of working across a decentralised organisation.
Acting as the central point of expertise for external recruitment delivery, the role will partner closely with Talent Acquisition, Procurement and Operations to strengthen agency performance, improve talent outcomes and build a more strategic, insight-led approach to workforce planning. It will also support the development of diverse and ESG-aligned talent pipelines, ensuring recruitment partners contribute to broader business priorities. Through data and market insight, the role will drive better hiring decisions, improve efficiency and reduce risk across contingent hiring.
KEY RESPONSIBILITIES
1. Support the design and rollout of the MSP model across UKI business units, ensuring it enhances recruitment delivery and hiring manager experience
2. Own MSP governance, focusing on enabling effective recruitment outcomes while maintaining appropriate levels of control and compliance
3. Establish and lead governance forums with a focus on talent delivery, supplier performance and workforce insights
4. Drive adoption of consistent recruitment processes, reducing reliance on off-framework and reactive hiring approaches
5. Conduct a full review of current recruitment suppliers to establish capability, coverage and performance baseline
6. Partner with Talent Acquisition, Operations and Finance to forecast contingent labour demand and align talent supply strategies
7. Lead supplier optimisation activity to ensure the right mix of agency partners aligned to business hiring needs
8. Support the selection of strategic recruitment partners through structured evaluation and engagement processes
9. Create and manage a UKI-wide Preferred Supplier List (PSL) aligned to different roles, sectors and service lines
10. Define clear expectations for suppliers in terms of candidate quality, speed, diversity and hiring outcomes
11. Monitor supplier performance and lead regular reviews focused on continuous improvement and talent delivery
12. Support the development of consistent terms and engagement models with agency partners
13. Contribute to commercial discussions with suppliers, balancing cost with quality and speed of hire
14. Implement consistent approaches to rate management where appropriate, aligned to market conditions and role requirements
15. Ensure recruitment activity aligns with regulatory requirements, including IR35 and wider labour compliance
16. Build and maintain reporting that provides insight into recruitment activity, time-to-fill, supplier performance and workforce trends
17. Provide visibility of external hiring activity across divisions, identifying opportunities to improve efficiency and outcomes
18. Identify and address inefficiencies in recruitment processes, including delays, duplication or poor candidate experience
19. Use data and insight to identify trends, skills gaps, and opportunities to improve workforce planning
20. Act as a trusted partner to senior operational leaders, advising on recruitment strategy and external talent approaches
21. Work closely with HR, Talent Acquisition, Finance, and Procurement to ensure a joined-up approach to hiring
22. Drive consistent, high-quality recruitment practices across a decentralised organisation
23. Collaborate with ESG, Social Impact, and DE&I teams to ensure agency partners support diverse talent pipelines
24. Identify and engage specialist and diversity-focused recruitment partners to broaden access to talent
REQUIRED SKILLS AND EXPERIENCE
25. Significant experience in recruitment operations, agency management, or contingent workforce delivery
26. Proven experience implementing or managing MSP or similar recruitment delivery models
27. Strong understanding of recruitment best practice, supplier engagement, and talent market dynamics
28. Experience working with agency partners to improve candidate quality, hiring speed, and overall recruitment outcomes
29. Commercial awareness, with the ability to balance cost, quality, and delivery in recruitment decisions
30. Experience developing supplier strategies, PSLs, or structured recruitment partner models
31. Demonstrated ability to drive process improvement and enhance recruitment delivery in complex organisations
32. Strong analytical skills, with the ability to use data to improve hiring outcomes and workforce planning
33. Experience operating in multi-site or decentralised environments
34. Ability to influence and partner with senior stakeholders in a matrix organisation
35. Strong project management skills, with experience delivering cross-functional initiatives
36. Knowledge of regulatory considerations related to contingent labour ( IR35, minimum wage compliance)
QUALIFICATIONS
37. Bachelor’s degree or equivalent experience (HR, Business, or related field)
38. Relevant professional certifications desirable ( CIPD, MSP/VMS certifications)
39. Project management qualification ( PRINCE2, Agile, PMP) desirable but not essential
